General Description:
Korea International CooperationAgency (KOICA) is the official donor agency of
the Republic of Korea, under theauthority of the Ministry of Foreign Affairs of
Korean Government. The mainobjective of KOICA is to maximize the effectiveness
of Korea's grant aidprograms for developing countries by implementing the
government's grant aidand technical cooperation programs, including for
Indonesia. KOICA IndonesiaOffice was established in 1992. In Indonesia, KOICA
Indonesia Office gives technicalcooperation by conducting projects into four
priorities main areas, which are:(1) Transportation (2) Governance, (3) Water
Management; and (4) EnvironmentalProtection.
The KOICA Indonesia Office currently isconsidering providing grant aid for the
implementation of the three Project ConceptProposals (PCPs) under the framework
of Integrated Revitalization Program,namely: (1)âRevitalization of
Korea-Indonesia Technical & CulturalCooperation Center (KITCC) which was
submitted by Ministry of Manpower (Kemnaker), (2) Remodel and Constructionof
BPPTIKâs Next-Gen Lab Building and Supporting Facilities which was
submittedby Ministry of Communication and Informatics, and (3) New Construction
of POPKITraining Center and Revitalization the Existing Sport Center which
wassubmitted by Ministry of Youth and Sports.
 The main objective of the project is toimprove the condition of the existing
centers/facilities through remodel andreconstruction, and to adopt with the
development of technology. In a broaderframework, this project is expected to
support the achievement of HumanResource Development objectives in Indonesia.
The said PCPs have been selectedby KOICA Headquarter and now continues on to
the next step of implementation,and KOICA Indonesia will conduct the
Feasibility Survey (FS) on the proposedproject to review its feasibility.
The KOICA Indonesia Office isnow looking for Indonesian Expert/Local Consultant
to do consultation relatedto the FS activities.Â
Objectives
The main objective of this FSare to develop and in-depth discuss technically
the specific designs of theproject content, and formalizing the FS result that
will serve as the recommendationto conduct the project preparation and
implementation.
The activities on FS are toassess the specific data and information regarding
the project content detailson PCP. By conducting the FS, KOICA and Korean
experts will design specificcontents for the project.Â
Main Responsibilities:
The main responsibility of thelocal expert is to support KOICA Indonesia FS
team in order to evaluate theprojectâs potential for success.
The specific responsibilities in three folds:
1) Technical Support to the FSTeam; compile the results of assessments; writing
reports (in English)
2) Reporting to the KOICAIndonesia Office on overall direction of the
assessment of the FS
3) Participating indiscussions/meetings and site visits with related
stakeholders.
Work Scope
 The scope of the work of local expert withrespect to the activities for the
implementation survey of new potentialproject would comprise but not limited to
the following:
1. To collect in-depth information with respect to the demand ofthe
Counterpart Ministries, and other related institutions/organizations   Â
on theproposed projects.
2. To analyze and compile the assessment result; writing the FSResult (in
English)
3. To join the meeting and site visits (KITCC, BPPTIK, andPOPKI) with the
Ministries and the Institutions which are the counterpart of   this
project
4. To write down detailed Minutes of Meeting from each meeting/sitevisits
5. To provide technical supports and advise to KOICA Indonesia,Korean Experts
in document and correspondence preparation and      follow-ups.
6. To provide English-Indonesia translations for any relateddocuments
7. Provide any other support, as may be required by KOICA, inrelation to the
FS of the project.
Other Suggested Work:
The Local expert also expectedto do a daily meeting with the KOICA Team for
further discussions of progress. Additionaltasks can be required in case of
internal needs
Consultant Fee
Consultant Fee is based onKOICAâs regulation. *Specific details would be
negotiated

Qualifications:
1. Academic Degree: PreferablyMaster Degree in the relevant topic (Social
Sciences, Public Policy,International Relations, and any other   Â
related disciplines) supported byCertificate. Bachelor degree will be
considered if supported by experiences.
2. Appropriateness for the field, Experience incompleting analysis on studies
for projects development (At least 3 yearsâexperience and    Â
demonstrated understanding in project planning and management).
3. A proven donor-fundedexperience, demonstrating detailed orientation,
proactive attention to outcomesand expectations and the ability   to
understand  and effectively use informationand data.
4. Advanced writing skills inEnglish, Language Proficiency (English and Local
Language), etc.
5. Personality: Dedicated,honest, motivated and loyal.
6. Health: Physically andMentally Fit to do the field checking, Well Work
Coordination, etc.
7. Other requirements: Extendknowledge and experienced of ODA Project is
welcome but not essential,proficient of Microsoft Office (MS.Word, Power
Point, Excel).
