objective has been defined as “to identify and facilitate the removal of
obstacles that prevent children from enjoying their rights and participating

will be achieved by providing technical support and implementing quality
programs and projects through partnership. An effective and efficient
communications strategy is a must for Plan Indonesia to share the outcomes of
these projects to influence different actors, specially state authorities and
to position Plan’s profile within and outside at different levels – starting
from community, sub district, district to national, regional and international

Program Development Specialist
BACKGROUND
Plan International Indonesia is an independent development and humanitarian
organization that advances children’s rights and equality for girls. Working
together with children, young people, our supporters, and partners, we strive
for a just world, tackling the root causes of the challenges facing girls and
all vulnerable children. We support children’s rights from birth until they
reach adulthood. We enable children to prepare for – and respond to – crises
and adversity. We drive changes in practice and policy at local, national, and
global levels using our reach, experience, and knowledge. We have been building
powerful partnerships for children for over 80 years and are now active in more
than 77 countries.
Plan International Indonesia as a national entity has been implementing its
local fundraising to support the organization’s income in delivering our
mission. To date, corporate and local institutional fundraising has been
contributing 50% of the local income and is expected to have 10-20% annual
growth to be able to fulfill the target in the business plan. To reach this
target, the Corporate Fundraising team needs to grow and strengthen its
strategy and team in acquiring and securing more corporate and local
institutional partnerships.
In the competitive market where other NGOs have started doing fundraising 10-15
years prior, Plan Indonesia must enter the market with the most innovative ways
and bring about the fundraising programs and products that are distinctive,
valuable, and impactful.
The Program Development Specialist will be responsible for developing various
fundraising programs and products to create and increase income and
partnerships with corporate and local institutions. She/He will work closely
with Program Team, Influencing Team, Marketing and Communication Team,
Operation Team and, the Youth Advisory Panel to develop the programs and
products so that it applies to the established organization’s priorities and
standards.
DIMENSIONS OF THE ROLE Reporting to Corporate Partnership Manager, this
position will be responsible for developing fundraising programs and products
for corporate and local institution potential donors. The key roles of this
position are as follows:
- Strategy Planning, Design, and Development: Provide support for the
development/adjustment of corporate fundraising strategy, together with
Corporate Partnership Manager, Senior Manager for Corporate and HNWI, and
Resource Mobilization Director.
- Donor Acquisition: Provide support for mapping and analysis of potential
partnerships with corporate and local institutions donors that strategically
fit with Plan Indonesia’s Corporate Strategy and Partnership Strategy. This
includes providing essential information and technical analysis to support the
identification of grant opportunities.
- Program and Product Development: Primary responsible and leading the
development of programs and products for corporate and local institution donors
(proposal writing) in a participatory approach, together/in consultation with
relevant program teams, operation team, Corporate Partnership Manager, and
other relevant units to ensure that each program contributes to Country
Strategy and meet the funding target.
- Donor Relationship: In collaboration with Corporate Partnership Manager,
establish effective communication with potential donors and existing donors to
pursue new or sustaining current partnerships through various programs,
products, and campaign collaborations.
- Tracking, Monitoring, and Reporting: Support data and update for tracking
income, pipelines periodically and make the necessary adjustment on the plan as
needed using the established funding tracking system.
- Internal Partnership and People Management: Maintaining effective working
relationships with Plan International team, these include Plan Indonesia team,
Plan International Offices, Fundraising Global and Regional hub, as well
maintaining good teamwork for the effective and productive team.
ACCOUNTABILITIES
Strategy Planning, Design, and Development
- Supporting Corporate Partnership Manager to develop and adjust Corporate
Fundraising Strategy and Annual Work Plan to ensure it aligns with the Resource
Mobilization and Country Strategy, including income target.
- Keep abreast of the information and trends of international and domestic
grant funding within the AoGDs and Country Strategy Programmes.
- Maintain and develop knowledge of the corporate sector and local
institutions to ensure all fundraising opportunities are maximized.
Donor Acquisition
- Providing support for mapping and analysis of potential partnerships with
corporate and local institutions donors that led by Corporate Partnership
Officer to strategically fit with Plan Indonesia’s Corporate Strategy and
Partnership Strategy.
- Providing essential information and technical analysis to support the
identification of grant opportunities and potential partnerships.
- Create GO-NO-GO analysis for potential partnerships with any donors.
Program and Product Development
- Lead the development of attractive and quality corporate & local
institutions’ fundraising programs and products based on donor interest in
coordination with Corporate Partnership Manager, Program Managers, Program
Advisors/Specialist, and Operation team as needed.
- Lead the development of concept notes and proposals bank for Plan
Indonesia’s programs and campaigns priorities, including ensuring a healthy
program pipeline.
- Lead the development/adjust the introduction tools for donor engagement
such as Plan Indonesia’s profile and program priorities in the form of
one/two-pager, presentation, videos, etc.
- Apply all Plan Indonesia’s standards and procedures related to quality
programming and accountability, including the application of the cross-cutting
approach such as Digitalization, Gender Equality and Social Inclusion (GESI),
Youth Participation, and Protection to be fully embedded in the
programs/products development.
- Provide technical support to the designated Project Design task force to
ensure the meaningful participatory process is delivered effectively and
promptly, including meeting tight submission deadlines for humanitarian
response proposals.
- Promote and lead regular discussions with programs, sponsorship, and
Program Development teams to develop new and potential programs and products
that can be marketed to potential donors.
- Provide necessary administrative support as needed to identify and recruit
qualified external consultant(s) as a surge capacity to develop complex donor
proposals or other specific assignments related to program development.
Donor Relationship
- In collaboration with Corporate Partnership Manager, establish effective
communication with potential donors and existing donors to pursue new or
sustaining current partnerships through various programs, products, and
campaign collaborations.
Tracking, Monitoring, and Reporting:
- Support data and update for tracking income, pipelines periodically and
make the necessary adjustment on the plan as needed using the established
funding tracking system.
- Provide and contribute updates & reports to corporate partnership
regional’s reporting tools.
- Provide support for reporting to donors, particularly to check/reviews
regarding donor compliance.
- Ensures quality standards of document keeping, retrieval, and sharing
mechanism.
Internal Partnership and People Management:
- Maintaining effective working relationships with Plan International team,
these include Plan Indonesia team, Plan International Offices, Fundraising
Global and Regional hub, as well maintaining good teamwork for the effective
and productive team.
- Adheres to RACI (Responsibility, Accountability, Consult and Inform) to
coordinate with other units/departments in delivering the work.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and
Inclusion (GESI)
- Ensure that Plan International’s global policies for Safeguarding Children
and Young People and Gender Equality and Inclusion are fully embedded in
project design and as principles applied in day-to-day work.
- Participate actively in capacity building and learning events on
Safeguarding Children and Young People and Gender Equality and Inclusion.
- Submit required documentation (reports, checklists, action plans) to
implement policy, standards, and approach on Safeguarding and GESI.
- Understand and put into practice the responsibilities under Safeguarding
and GESI policies and Plan International’s Code of Conduct (CoC), ensuring that
concerns are reported and managed by the appropriate procedures.

- With the Fundraising Global and Regional hub and Global Partnership Team.
TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Essential
- Undergraduate degree in social sciences, economics, social welfare,
international relations/developments, English Literature, and relevant field in
Marketing, Sales, and Business Development.
- Minimum of 3 years of experience in program/project development, business
development, professional fundraising, or similar jobs in not-for-profit
organizations/NGOs/INGOs with a proven portfolio in successful resource
mobilization and achieving set targets.
- Knowledge of funding opportunities especially calls, formats, and donor
compliance in the corporate CSR and diverse institutional donors’/ development
partners.
- Have practical experience in leading the program development which
includes Theory of Change (ToC), Logical Framework Analysis (LFA) in proposal
preparation and writing, including budgeting principles and all aspects of
proposal design.
- Excellent English oral and written communication skills.
- Excellent time management skills to deliver quality work, able to lead
processes and coordinate between a wide range of actors to meet tight deadlines.
- Meticulous, disciplined, has attention to detail and ability to provide
critical feedback for quality improvement.
