POSITION TITLE: Paralegal Trainer for GBV Case Handling Services
LOCATION: Papua, Indonesia
DEPARTMENT: CSE
REPORTS TO: Deputy Chief of Party/Sr. Program Manager
LEVEL OF EFFORT: Up to 23 days
Position Summary:
The Bersama Project is strengthening government capacity and commitment to
reduce gender-based violence (GBV) and increase awareness of GBV in Papua and
West Papua Indonesia. The project is working primarily with the government to
transition to newly mandated policy, improve budgeting and planning, introduce
standard operating procedures to support victims, strengthen referral systems,
provide training to counselors and paralegals, and improve communications about
GBV and services provided. The project is committed to support the government
in training paralegals to handle and refer victims of GBV in Papua and West
Papua.
ESSENTIAL RESPONSIBILITIES:
The Paralegal Trainer for GBV Case Handling Services will be responsible
preparing a training curriculum and facilitating two trainings (one in Papua
and one in West Papua) for approximately 12 people in each location. The
training will be geared towards participants who have received basic paralegal
training. We expect the trainings to last for five days which includes 7 hours
plus having one hour for lunch. By the end of the project, we expect
participants to demonstrate intermediate level skills for handling GBV victims,
showing sensitivities towards clients and confidentiality handling their cases,
knowledge of how to refer victims to the nearest government health centers and
or other government services, and conduct basic record keeping.
Specific tasks and schedule are as follows:
* Review background documents to become familiar with Bersama (2 days)
* Building on existing curricula adapt it to the Papua context and develop
a training agenda, compile reading materials for participants (5 days)
* Conduct the training (total 5 days at two locations for a total of 10
days) with travel to Eastern Indonesia and regional travel
* Each training should include a pretest and post test
* The trainings should use a variety of adult learning and experiential
learning training techniques which may include role playing, fishbowl, and
simulations.
* Include evaluation of the training by the participants.
* Write a report of the trainings (6 days) which will include:
* Description of the training schedule and techniques
* List of participants that attended
* Analysis of pre-test and posttest, summarizing the number of people
who passed the training.
* Summary of what went well and what could be improved (summarizing the
findings from the evaluations)
* Recommendations on how the paralegals can continue to increase their
capacity and provide services
* The curricula (lesson modules) in the annex
* Reading materials for participants

QUALIFICATIONS:
Education: Master's level degree required in social sciences, legal aid or
similar field.
Required Work Experience:
* Demonstrated experience training paralegals in districts
* Knowledge and experience working with government agencies
* Experience working in Papua or Eastern Indonesia preferred
Skills:
* Adult learning training skills
* Writing skills
* Understanding of GBV sensitivities, required
* Ability to work in a team and independently
* Ability to produce quality products within time
* Acute attention to detail.
