Program Overview
Indonesia is the eleventh largestemitter of greenhouse gases (GHGs) in the
world, and over half of these comefrom land use change and deforestation.
Currently, the majority of theinternational climate finance to mitigate
emissions from deforestation is directedtowards jurisdictions with high
deforestation rates, rather than supportingthose which have kept their forests
intact and are committed to continuing todo so. With the emerging global
emphasis on nature-based solutions, there isalso a growing understanding of the
crucial importance of intact forests andtheir rich biodiversity and cultures.
It is infinitely more beneficial and costeffective to preserve existing forest
systems than to restore them after thetrees have been felled, their communities
dispossessed, and the biodiversityand ecosystems services damaged irrevocably.
IndonesiaIntact Rainforest Partnership aims to catalyze the implementation of
alow-carbon development plan in four intact forest provinces, namely Papua,
WestPapua, North Kalimantan, and Aceh. It consists of policies, programs,
andinvestments that advance local economic development, improve
residentwell-being, and avoid deforestation.
The initiative focuses on four keyaspects of work: (1) bringing new
international partners in to supportGovernment of Indonesia and Intact
Rainforest Provinces in implementing theirlow carbon policies and programmes;
(2) helping develop an agreed strategy, andbuilding coherence, particularly
amongst international partners; (3) developingand disseminating key data and
information (a core WRI competence), such as onconcessions and licenses; and
(4) helping identify and support priority workstrands and their lead partners
in supporting Government of Indonesia todeliver the vision.
Job Summary
TheIndonesia Intact Rainforest Partnership (IIRP) Partnership Lead will be
themain focal point for the initiative in Jayapura, Papua. The Partnership
Leadwill report to the IIRP Senior Program Lead and Papua Regional Manager,
withclose coordination with WRI Indonesia Sustainable Commodities and
BusinessManager.
Theposition will require close coordination with WRI Indonesia project
teamssupporting work under the Forest and Commodities cluster, Food and Land
Use(FOLU) program framework, and Low-Carbon Development Initiative on its
projectimplementation and reporting.
Theposition will be responsible for implementing IIRP strategy in Papua
provincethat covers mainly engagement with high-level government
officials,coordinating IIRP works with CSOs and other development partners in
Papua,advocating policy to targeted audiences, and supporting the
project’smanagement to ensure that it achieves the intended targeted impacts as
statedon the initiative’s framework.
Job Responsibilities
Main areas of responsibility of this position will include thefollowing:
Research (10%)
· Author,co-author and/or peer review program knowledge products (e.g.,
reports, briefs,data products, tools, blog) as needed
· Contributeexpertise to relevant cross-programmatic initiatives in WRI
Indonesia, whereappropriate.
Outreachand Stakeholders’ Engagement (70%)
· Managestrategic engagement and communication with stakeholders
(including governmentagencies, private sector representatives, CSOs, and
multi-donors, research andother partners)
· Understandpolitical economy and build and leverage relationships to
build successfulpartnerships (including multi-sector stakeholder action
coalitions) to supportdelivery of objectives.
· Serveas the primary liaison on a day-to-day basis with government
partners, FOLUpartners, CSOs and development organization coalition
· Facilitatestrategic outreach and cultivate relationships with
potential partners, donors,and stakeholders
· Buildthe profile of WRI Indonesia regarding the conservation and new
developmentpathway for intact rainforest provinces through communications and
outreach totarget audiences
· Developand oversee development of communications materials, such as
concept notes andpresentations, targeting existing and prospective partners and
stakeholders ofproject; and oversee the dissemination of reports related to
projectactivities.
ProgramManagement (20%)
· Proactivelyidentify and address opportunities and challenges to the
project arisinginternally or externally, including by adjusting programmatic
strategies andapproaches, resolving issues, and initiating appropriate
corrective action
· Supportthe maintenance of program systems, including budget management
and projectM&E systems, to support the effective and timely use of project
resourcesas well as ensure technical and financial reporting in compliance with
WRIstandard requirements, including formats and deadlines.
· Provideinput for the development of projects’ workplan, budget, and
reporting togetherwith IIRP Senior Lead
JobQualifications
· Legallyable to work in Indonesia.
· Amaster’s degree of equivalent experience in economics, Social
Science, EnvironmentalScience, Natural Resources Management or other related
subject.
· Minimum 7 years of full-time work experience inrelevant field, with
program implementation and project management experience.
· Experienceworking in or closely with government agencies in Indonesia
· Abilityto deftly manage projects with strong critical thinking and
creativeproblem-solving skills and balance attention to detail with
big-picturethinking.
· Abilityto manage professional relationships and to effectively
communicate with peopleat all levels and from various backgrounds.
· Provenexperience at managing complex coalitions of stakeholders.
· Provenskills to effectively manage a team across time zones.
· Highlyorganized and systematic with strong time management skills and
ability tojuggle competing priorities and deadlines required.
· Detail-orientedand organized thinker who can juggle multiple,
competing priorities.
· Excellentoral and written communication skills in both English and
Bahasa Indonesia
· Abilityto travel domestically and internationally when needed.
PreferredQualifications
· Experienceworking with complex issues related to policy or research.
· Abilityto write and speak in an organized, clear, and articulate
manner for a widerange of audiences including local governments, local private
sector andsmallholders, local NGOs, local communities, and partners.
· Generalfamiliarity with economic and quantitative modeling issues
related to forestry,climate, commodities, and/or sectoral contexts
PerformanceStandard
· Experienceworking in or closely with government agencies in Indonesia
· Effectiveteamwork and communication.
· ProjectManagement, Grant Management, and Stakeholder Management
activities areexpected to be carried out timely and satisfactory with minor
supervision.
· Capabilityof setting priorities, working under constraints, and
managing several projectactivities simultaneously.
· Abilityto work well with internal and external participants is
essential.
· Knowledgeof Microsoft Office Suite is imperative.
Must have authorization to work in Indonesia tobe eligible for this position.
Final candidates mightbe required to take a writing test and to produce two
writing samples whenneeded.
