ProjectSummary:
CEGAH is a5-year USAID-funded accountability and integrity program that works
with a widerange of Indonesian governmental and non-governmental agencies. The
programruns between 2016 and 2021. The project is implemented by Management
SystemsInternational (MSI).
Background:
As anexternal oversight agency, the Ombudsman of the Republic Indonesia (ORI)
istasked to oversee the public service delivery of government agencies as well
ashandling public complaints which are not resolved by the respective
agencies.According to ORI Regulation No. 37 of 2008, as part of its oversight
task, ORImust undertake prevention measures to restrain agencies from
maladministrationpractices in public service delivery. This mandate has been
strengthenedthrough ORI Regulation No. 41 of 2009 on” Procedures for
MaladministrationPrevention of Public Services.” The regulation contains rules
for allprevention activities (detection, analysis, and treatment as well
asrecommendations). A recent audit conducted by the Supreme Audit Agency (BPK)
onORI also resulted in a recommendation to develop a maladministration
preventionsystem.
With theexisting Sistem Pengelolaan Pengaduan Pelayanan Publik
Nasional(SP4N-LAPOR!), an integrated nationwide complaint channel for public
services,receiving hundreds of complaints related to public service delivery on
a dailybasis, ORI is aware that LAPOR! could serve as an important source of
data onthe performance of agencies in providing public services. This data can
bevaluable for ORI to help determine patterns of problems in the quality
ofpublic service delivery, types of maladministration practices, and
theperformance of agencies in handling complaints. All this research will
enableORI to plan and manage their prevention efforts better.
Therefore,ORI needs information technology (IT) instrument to support the
implementationof maladministration prevention activities. Specifically, ORI
aims to create an‘Information System to Manage the Maladministration
Prevention’. This system isexpected to facilitate planning and monitoring
activities at every stage andmeasure the performance of maladministration
prevention by accessing LAPOR!data as the source of information.
In thisregard, USAID CEGAH seeks to appoint a consultant to analyze and design
theInformation System (IS). The consultant will assist in developing a
designdocument and conducting an analysis of the system. Based on the
approveddesign, ORI will further develop the IS with its own budget.
Position Summary:
Thisposition will be held by an experienced information system and design
analyst. The consultant will work to create a system design document. This work
requires coordination with ORI’s team to implement theprogram as detailed in
this Terms of Reference (ToR).
Objective:
Incoordination with ORI and USAID CEGAH, the consultant will analyze and
designthe IS as well as design the system interface, including the
interfaceworkflow.
Responsibility:
1. Three (3)days:
· Conduct an initial meeting with ORI and USAID CEGAH;
· Learn ORI’s documents/policies/procedures onmaladministration
prevention as well as LAPOR! data;
· Develop an initial system specification and design ofthe Information
System to Manage the Maladministration Prevention, to bepresented to ORI and
USAID CEGAH; and
· Create a work plan for system design analysis.
2. Twenty (25)days:
Based on the approved design, develop the systemdesign by, at least, covering
the following areas:
1. Aspects of system design
· Valuable outputs and inputs for users (hardware,software, Unified
Modeling Language (UML) design, and data requirements);
· System infrastructure and its business process;
· Control features for decision-makers;
· Feedback features for monitoring and evaluation(M&E); and
· Boundaries (components, processes, andinterrelationship of the system).
2. Aspects of interface design
· Input controls (buttons, text fields, checkboxes,radio
buttons, dropdown lists, list boxes, toggles, date field);
· Navigation components (slider, search field,pagination,
slider, tags, icons); and
· Informational components (tooltips, icons, progressbar,
notifications, message boxes, modal windows).
3. Seven (7)days:
In close coordination with ORI, the consultant must:
· Create the system design and analysis document;
· Create the interface design prototype;
· Present the draft of the documentation and interfacedesign to ORI and
gather feedback;
· Revise the document and the interface based on thefeedback; and
· Finalize the document and the interface design.
Deliverables:
- Workplan, approved by ORI and USAID CEGAH;
- Draft of the system design and analysis document, approved by ORI and
USAID CEGAH;
- Interface design prototype, approved by ORI and USAID CEGAH; and
- The final version of system design and analysis document and interface
design approved by ORI and USAID CEGAH.
GeneralProvisions and Limitations:
- It is strongly required that the consultant give regular updates to USAID
CEGAH during the development progress;
- All final decisions related to this project will be made by USAID CEGAH;
and
- Any communication with USAID is the authority of the Chief of Party (COP)
and MSI/HQ responsible and authorized personnel.
Qualifications:
1. Professional experience in system information designat least five years’
experience in information system analysis and design;
2. Advanced skills ininterface design;
3. Demonstrated experience in analyzing, designing, anddeveloping
information system applications;
4. Familiarity with public services and e-governance;
5. Prior experience working with government clients ispreferred; and
6. Strong management skills and an ability to work witha team and/or
independently with minimal supervision.
