The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan
Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight
months initiative designed to assist the Government of Indonesia (GOI) in
increasing access to water supply and sanitation services as well as
improving key hygiene behaviors among urban poor and vulnerable
populations. USAID IUWASH PLUS works with governmental agencies, the
private sector, NGOs, communities and others to achieve the following "high
level" results:
1. An increase of 1,100,000 people in urban areas with access to
improved water supply service quality, of which at least 500,000 are from
the poorest 40% of the population (also referred to as the “Bottom 40%” or
“B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to
safely managed sanitation.
The Swiss State Secretariat for Economic Affairs (SECO) acting through the
United States Agency for International Development (USAID) share the mutual
goal of improving performance of water utilities to increase access to
clean water in Indonesia, particularly to address two technical challenges
that are especially impactful: (1) high rates of non-revenue water (NRW);
and (2) poor energy efficiency (EE). To provide a comprehensive and
measurable NRW reduction and EE improvement in Indonesia, SECO agreed to
co-finance USAID for a three-year technical assistance program, implemented
under the current USAID IUWASH PLUS program with seven PDAMs (Perusahaan
Daerah Air Minum, or Local Drinking Water Company) in the provinces of West
Java and Central Java. At the heart of the NRW and EE problem is the
capacity of the PDAM's human resources. The SECO and USAID IUWASH PLUS
program for that purpose agreed to expand their activities with Capacity
Building for PDAM Staff, in particular to create a system of skill
education and training that refers to occupation map (peta okupasi),
national qualifications framework (KKNI), national competence standards
(SKKNI) and is linked to the real needs in the field.
The Capacity Building for PDAM Staff activity began in early 2021 with the
preparation of the Roadmap for Developing the Human Resource Capacity of
PDAMs. The Roadmap recognizes the need to develop and improve training
programs for PDAM staff in accordance with the respective SKKNI and KKNI.
It also recognizes the need to improve vocational education for individuals
to fill vocational occupations in PDAMs, or those requiring qualification
levels 4, 5 and 6. It is then agreed to improve training programs in Balai
Teknik Air Minum (BTAM) in Bekasi (Province of West Java) and vocational
education in Akademi Teknik Tirta Wiyata (AKATIRTA) in Magelang (Province
of Central Java). It is expected that BTAM could become a model for
training institutions while AKATIRTA could become a model for WSVE in
Indonesia.
The role of a Training and Education Management Specialist is needed for
BTAM and AKATIRTA capacity building, as well as the roles of other
specialists and experts in the USAID IUWASH PLUS SECO team to support
the Capacity
Building Component at the National level. This document describes the
scope of work of a Training and Education Management Specialist which will
be assigned as a Short-Term Technical Assistance (STTA).
To achieve these outcomes IUWASH-PLUS need high caliber candidates to fill

*Objective*
The assignment of the Training and Education Management Specialist has the
main objective to assess and develop administration and management aspects
in the formulation of the capacity building roadmaps for BTAM and for
AKATIRTA.
*Task*
Specific tasks and responsibilities of the Training and Education
Management Specialist are:
1. Support the Senior Capacity Building Expert in the coordination of
SECO - Capacity Building activities/studies at the national level with the
preparation of BTAM capacity building roadmap.
2. Provide inputs to refinement of the work plan.
3. Assess the management capacity of the training.
4. Propose quality management for the training.
5. Support other specialists in the formulation of BTAM capacity
building roadmap, particularly on the administration and management aspects
of the improvement roadmap.
6. Support other capacity building activities as directed by the Senior
Capacity Building Expert.
7. Provide expert inputs and comments and review of reports by SECO
consultants, partners and other relevant stakeholders.
8. Arrange, attend and record results of regular internal and external
meetings related to the work of water supply training.
*Required Qualifications*
- Minimum S1 in business management.
- Experience in capacity building/training, preferably in the drinking
water supply sector.
- Experience in preparing business plans, preferably in the drinking
water supply sector.
- Demonstrated ability to communicate effectively (written and oral) in
English and Indonesian.
- Demonstrated experience in writing technical reports, studies and or
roadmaps.
- Excellent interpersonal skills with the ability to work in a team
environment as well as independently with limited supervision.
