The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan
Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year
initiative designed to assist the Government of Indonesia (GOI) in
increasing access to water supply and sanitation services as well as
improving key hygiene behaviors among urban poor and vulnerable
populations. USAID IUWASH PLUS works with governmental agencies, the
private sector, NGOs, communities and others to achieve the following "high
level" results:
1. An increase of 1,100,000 people in urban areas with access to
improved water supply service quality, of which at least 500,000 are from
the poorest 40% of the population (also referred to as the “Bottom 40%” or
“B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to
safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID
IUWASH PLUS is guided by a development hypothesis that focuses on
strengthening service delivery systems, so they can more effectively reach
the poorest and most vulnerable segments of the population. In order to
achieve this at scale, the program undertakes activities through four
interrelated components, including: 1) improving household WASH services;
2) strengthening city WASH institutional performance; 3) strengthening the
WASH financing environment; and 4) advancing national WASH advocacy,
coordination and communication. In support of these components, USAID
IUWASH PLUS also implements a Local Sustainability and Innovation Component
(LSIC) that is designed to stimulate WASH innovations that strengthen
community, private sector and government WASH service provision.
To achieve these outcomes IUWASH-PLUS is looking for a short term
consultant to fill the position of
*Individual Consultant for Development Minimum Regulatory Requirements and
Policies Needed in Sanitation Services (Job Code: STTA/DMRP_JKT)*
The Main objectives of the service provider are as follows:
1. Understand the order of the laws and regulations related to domestic
wastewater to support the safely manage program.
2. Strengthen local government related regulations that are needed for
the implementation of sanitation management in accordance with needs.
3. Develop a study of the minimum criteria for sanitation regulations
needed for the region (taking into account the region, population,
institutions that manage domestic wastewater, and existing regulations for
sanitation) synchronized with existing regulations in the Central
Government, both from the Technical Ministry (PUPR) and from other
ministries (Ministry of Home Affairs, Bappenas, Ministry of Environment,
Ministry of Health);
4. Develop studies on other factors that also influence the functioning
of sanitation services., is there a regional policy, for example:
- the existence of technical regulations issued by the regional head (SE
Desludging);
- Is there an additional budget for sanitation in the regional budget
(outside DAK/Province)
- Is there any 3rd party involvement? etc
1. Arrange a kind of ladder of need for regulation for sanitation issues
based on regional needs (for example, Small, Medium, Metropolitan areas and
so on)
*Minimum **Qualification:*
The candidate should have a bachelor’s degree in Law or others are related
to regulatory themes and with minimum 5 years’ experiences; and must have
experience in the WASH sector, preferably have experience:
- To read and understand the contents of regulations related to
domestic wastewater management, as well as the technical matters listed
therein in general.
- Able to analyze regulations related to domestic wastewater
management.
- Willing to travel in order to collect more information about
conditions that also influence the need for domestic wastewater management
regulations.
- Able to conduct regulatory studies with analytical methods (for
example with the RIA - Regulatory Impact Analysis method, or others)
- Present the results of the study to the regions and related
ministries (Ministry of Technical and non-technical) in the form of
activities – Workshop.
