National Enterprise Architecture Expert

General Description of task(s) and objectives to be achieved
|
|
Under the overall managerial administrative leadership and supervision of the
FAO Representative (FAOR) in Indonesia, over-all technical guidance from the
technical officer in the Investment Centre (CFI) with the technical
backstopping of the Lead Technical Officer (LTO), in close collaboration with
Ministry of Agriculture, the national Enterprise Architecture Expert will:
· Engage national partners and stakeholders to set up the national
e-agriculture taskforce, undertake the needs and gaps analysis, develop the
e-agriculture strategy and action plan;
· Organise regular meetings with the project team, Ministry of
Agriculture, Centre for Agricultural Data and System Information (CADIS),
Strategic Agricultural Command Centre (KOSTRA TANI), partners of the
Agricultural War Room development;
· Provide technical support to the international consultant to
undertake the ICT-related needs and gaps assessment for the operationalisation
of the AWR and identification of the needed ICT solutions to be reflected in
the e-agriculture strategy and action plan;
· Contribute to the development of the e-agriculture vision document,
ensuring key national stakeholders support and contribute to its preparation;
· Provide and document IT and EA technical solutions and practical
examples in support to identified AWR IT-related issues with national partners;
· Organise and provide trainings to national partners on specific
priority ICT solutions, targeted technical elements related to e-agriculture
solutions and the operationalization of the AWR. Trainings will include
elements related to ICT development, e-agriculture, standards, ICT solutions,
agricultural data, data integrity, lessons learnt;
· Organise workshops in support to provincial capacity development on
digital agriculture innovations, e-agriculture solutions and ICT;
· Develop the national e-agriculture vision document, highlighting the
roles of key stakeholders in supporting the implementation of e-agricultural
services and solutions;
· Develop the national e-agriculture action plan, that provides
priority solutions with detailed information, technical specifications,
required resources for the various national entities to be involved in its
implementation;
· Provide technical support to the national e-agriculture taskforce
presenting the results from this project including the national e-agriculture
vision, action plan to the various stakeholders to receive inputs and then
submit the draft national e-agriculture strategy to MoA;
· Conduct workshops that focus on building provincial capacities in
utilizing FAO and other digital agriculture systems. The workshop also aims to
train government staff in identifying, developing and maintaining
sustainability of e-agriculture solutions which may be related to ICT, data
access, partnerships, data integrity protocols, standards, land cover/use
representation systems, objectives, targets indicators etc.
· Prepare technical guidance and standard operating procedure documents.

Expected Outputs/ Deliverables:
· Workplan prepared and updated regularly;
· Minutes and proceedings of meetings, workshops and events organised
with the national e-agriculture taskforce;
· Need and gap assessment for the operationalization of the AWR
prepared;
· National e-agriculture vision document prepared;
· National e-agriculture action plan with detailed information,
technical specifications, prepared;
· Training materials on targeted technical elements related to
e-agriculture solutions and the operationalization of the AWR developed with
examples for two agricultural commodities;
· Guidance note provided to national consultants in support to
identified IT solutions;
· Mission Reports (as required).

Requirement:
· Advanced university degree in computer science/Information
Technology/ Computer Engineering or in Agriculture/Environmental/Natural
Sciences;
· 3+ years professional experience in modern enterprise software
applications and computer programming;
· Prior experience to work with Government entities will be advantage;
· In-depth knowledge of databases, distributed systems, and modern
enterprise software architecture, in particular related to cloud-based and
geospatial information;
· Strong experience writing, developing and presenting technical
content for external audiences;
· Strong knowledge in machine learning techniques (e.g. Neural
Networks, Tree based learning, Clustering etc.), data-center
(compute/storage/virtualization), networking (campus/wireless/data-center), and
developing technology pilots/proof of concepts to demonstrate technical
capabilities;
· Applied experience to develop infrastructure platforms for
agricultural or environmental monitoring is an asset;
· Demonstrated expertise in SQL and one or more languages commonly used
in data analytics (Python, R, Java, Scala etc.);
· Excellent communication and workshop facilitation skills;
· Working knowledge of English.

Duration: 6 months
