Waliku MEAL & Data Science Consultant
LEARNING NEVER STOPS
Background
Waliku is an innovation project of Save the Children implemented on a pilot
scale in Sumba Barat, Indonesia since 2018. Waliku addresses challenges of
school-communities in low resource contexts to recognize and act on critical
student absences, illnesses and concerns in a timely manner. It digitizes and
simplifies daily tasks of schools - to manage the school population,
communicate with parents/guardians, link with referral services, and report to
school districts.
Waliku's vision is to ensure every child meets their right to education and
well-being. After two years of pilot, Waliku is transitioning its operating
model from a donor-funded project to a Save the Children social venture. It
will address the needs of its customers - governments and development partners
- with products and services that facilitate children's access to education, as
well as health and welfare services.
COVID-19-related school closures have caused significant disruption to the
education of all children, particularly those marginalized. As schools reopen,
it is crucial to ensure that all children return without delay. Schools need
tools like Waliku to know they have been effective in bringing students back
and respond to those who have not returned. In order to be accessible to many
schools, Waliku is diversifying its solution and scaling, initially in
Kabupaten Sumba Barat and Bandung, followed by other locations in Eastern
Indonesia and West Java.
Through this paradigm shift in Waliku's operating model, and scaling our
solution in Sumba Barat and introducing it in Bandung, Save the Children
Indonesia seeks a Waliku Monitoring, Evaluation, Accounting and Learning (MEAL)
Data Analyst for managing Waliku data for both districts.
S/he will help the Waliku Coordinator with developing tools for school mapping
exercises, formative assessments, and data collection, as well as support MEAL
plan development, Waliku Dashboard and tools development for district and
community stakeholders. S/he will adhere to child safeguarding and data privacy
policies of Waliku, Save the Children and Government of Indonesia. A MEAL Data
Analyst will support the Waliku Global Team's efforts with making Waliku a more
customizable solution and in digitally linking schools with other service
providers in the community. The role of this person will be to contribute to
the upgrades in the database, maintain a district education dashboard, and
develop tools and dashboards that allow links between schools, clinics and
child welfare providers. Additionally, this person will develop a dashboard for
visualizing absence information for schools that use a simpler solution called
Waliku Remote.
Time line, Detailed Activity and Deliverables
Timeline
1. Work with the Waliku Global team to support with re-organizing database
structure for Indonesia
March- April 2021
2. Finalize and maintain District Education Office (DEO) Dashboard, using Power
BI using user-led consultative process, with the Waliku Field Team (Waliku
Coordinator, Officers, Assistant) and the District Education Offices in Sumba
Barat and Bandung.
Finalize: March 2020, Maintain: April 2020 onwards
3. Work with the Waliku Global and the Waliku Field Team as well as ultimate
users in local government and schools, following a user centered design process
to prototype the digital tools, dashboard and data tables for sharing data
between schools and health, child welfare service, COVID- taskforce and vice
versa.
March-June 2020
4. Routinely analyze the Waliku database for team's necessity to fill any data
gaps, cleaning, inconsistency and for accuracy checks.
March 2020 onwards
5. Support the Waliku Global and Waliku Field Team with preparing any local
data connections, calculation and analysis and dashboard for Waliku Remote, as
needed.
May- June 2020
6. Adhoc testing of the Waliku apps (web and mobile) to understand impact on
the database, data accuracy (point 4 above) and to understand the needs for
dashboards and schools.
March onwards
7. Actively participate in Waliku Field Team meetings with both Bandung and
Waikabubak every week, and with the Global team as well to support the Waliku
Coordinator.

8. Support the Waliku Coordinator with managing the Waliku Logframe and in the
monitoring and evaluation plan for national as well as project purposes in
Sumba Barat and Bandung

9. Produce any reports or infographics for fundraising or donor reporting or
project monitoring purposes for field team and global team purposes OR for
local government.
March onwards
Consultancy period
April- December 2021
Criteria for Consultant
* Bachelor's Degree in Science, Computer Science, Mathematics, or related
subject
* Have minimum 5 years of monitoring, evaluation and data science
experience in a development project/ research project
* Experience with developing and implementing logframes and MEAL plans
* Mastered and Advanced user of MS Excel, and Power BI, with DAX, and R
knowledge and skills.
* Knowledge and experience in other data visualization software is a bonus
(Tableau, highcharts etc)
* Interest and experience in using various digital prototyping tools (eg.
Lucid chart, Glide)
* Experience in designing assessment tools (surveys) and analysis data
using Excel, Microsoft Forms, KoBo Toolbox etc
* Excellent spoken and written communication in English
* Experience working in teams to writing analytical report for donors,
project stakeholders and other stakeholders and beneficiaries for decision
making purposes.
* Familiar and interested in latest technology, and cloud based data
management on Azure/ AWS/Google Cloud or other.

background, gender, or abilities.
11. TERMS AND CONDITION SOLICITATION
Notice of Non-Binding Solicitation
Save the Children reserves the right to reject all bids received in response to
this solicitation and is in no way bound to accept any proposal. Additionally,
we reserve the right to negotiate the substance of the finalists' proposals, as
well as the option of accepting partial components of a proposal if
appropriate. Quantities provided are estimates only at this time and will be
subject to change.
Confidentiality
All information provided as part of this solicitation is considered
confidential. If any information is inappropriately released, Save the Children
will seek appropriate remedies as allowed. Proposals, discussions, and all
information received in response to this solicitation will be held as strictly
confidential, except where noted otherwise.
Notification
Prior to the expiration of the validity of the proposal, Save the Children
shall notify in writing the successful company that submitted the
highest-scoring proposal and will invite them for contract negotiations. Save
the Children reserves the right to invite the second ranking company for
parallel negotiations.
Right to Final Negotiations
Save The Children reserves the option to negotiate final costs and final scope
of work, as well as reserves the option to limit or include third parties at
Save the Children's sole and full discretion in such negotiations. Upon
failure to reach agreement on the contents of the contract as stipulated in
this document, Save the Children has the right to terminate the negotiations
and invite the next best-rated company for negotiations.
Communication
All communication regarding this solicitation shall be directed to appropriate
parties at Save the Children. Contacting third parties involved in the project,
the review panel, or any other party may be considered a conflict of interest
and could result in proposal disqualification.
Acceptance
Award of a proposal does not imply acceptance of its terms and conditions. Save
the Children reserves the option to negotiate on the final terms and conditions
