Consultant for Mid Term Review Families First Project 2020
Background:
Save the Children received funding from ANCP-DFAT for 4 years (2017-2021) with
a focus on mainstreaming of best practice and learning of the Families First
(FF) project into national level in order to leverage the program nationwide.
The project is designed in Malang District (East Java), Makassar City (South
Sulawesi), and Jakarta to build capacity of the government's social service
workforce on positive parenting, case management, child safeguarding policy,
child friendly juvenile justice, and psychosocial treatment in working with
young people and children.
With close partnership with Ministry of Social Affairs (MoSA) and Ministry of
Woman Empowerment and Child Protection (MWECP), FF has three strategic
components and outcomes:
1. Support/prevention
FF project works to increase families' understanding of the importance of
family care to avoid children from neglect, exploitation and violence, with two
strategic activities: 1) Partnership with Community Based Child Protection
(CBCP) mechanism or cadres in community and; 2) Positive discipline parenting
session in Makassar City (South Sulawesi) and Malang District (East Java).
1. Direct response
FF project response children who are facing care and protection issues through
supervised case management, involving relevant stakeholders [such as: social
worker or para social worker under Family Hope programs (PKH), Program
Kesejahteraan Sosial Anak (PKSA), and Unit Pembantu Teknis Daerah Perlindungan
Perempuan dan Anak (UPTD PPA)/ Pusat Pelayanan Terpadu Pemberdayaan Perempuan
dan Anak (P2TP2A)] in all targeted areas.
1. Legal reform
FF project advocate national, provincial, and district laws to have legal
safeguards to children by policy advocacy, system building and piloting best
practice. The key activities under this component targeting law enforcers: 1)
Training on child safe guarding and psychosocial treatment in working with
children; 2) Quarterly meeting discussing their learning on handling children
cases in all targeted areas.
In FF project, child participation, gender, and disability inclusion issues
become main consideration in its intervention. Thus, FF project always try to
involve children, all gender, and people with disabilities in its activities
equally. For example, in case management activity, children will be informed,
consulted, and involved in every stage of case management and decision that
will influence them. FF project also involve both men and women, boys and girls
in our activities and/or targets equally. Also, FF project have worked with 4
Disability People Organizations (DPO) in Makasar: Perdik, YPAC, HWDI, KBC
Sipatokong and government assistant for disability program, and 3 DPO in
Malang: Himpunan Wanita Disabilitas Indonesia (HWDI Malang), Forum Malang
Inklusi (Inclusion Malang Forum), Yayasan Bhakti Luhur (Bhakti Luhur
Foundation).
Objective of Midterm Review
* Assess the project's progress towards its results (e.g., objective and
each outcome) and their respective indicators using both quantitative (e.g.,
from Indicator tracking table) and qualitative data (e.g., significant changes
taken place, contributing factors to the achievements/changes, inhibiting
factors of success, gender and disability/social inclusion, issues and
challenges in the overall implementation, and child participation)
* Review the project implementation and adaptive management of the project,
identify challenges and propose additional measures to support more effective
implementation (e.g., management arrangements, work planning, project-level
monitoring and evaluation systems, stakeholder engagement, reporting, and
communications, etc.)
Deliverables:
1. A Final report in English
2. Brief Key Review Result in English and Bahasa Indonesia
3. Power Point presentation to Stakeholders in Bahasa Indonesia
Scope of Work:
The selected consultant agrees to do works as follow:
1. Develop inception report, including tools (as per guideline)
2. Collect and triangulate data in the three areas of intervention
3. Ensure participatory process
4. Assure data quality, validity, rigorous data management, and analysis
5. Prepare full report in English (as per guideline) and briefed (2-3
pages/infographics) key review results
6. Disseminate the findings to Save the Children and stakeholder
7. Hand over all raw data that have been collected (e.g., transcript,
pictures, quantitative data summary table, etc)
Governance
Save the Children's Evaluation Steering Committee (ESC) will be the supplier's
primary point of contact. Suppliers should propose a regular rhythm of
meetings to ensure there is clear visibility of the work and structured
engagement between us and the supplier. At a minimum, the consultant will need
to provide a fortnightly (every 2 weeks) phone/email update to ESC.
Each deliverable will be subject to a round of consolidated feedback, and will
need to be approved by Save the Children.
Confidentiality
All data collected during this exercise will become the property of Save the
Children and will not share with third parties without the express permission
of Save the Children.
Expected consultant:
* Has extensive work and research experience in child protection,
psychology, social study or relevant technical areas.
* Experience with result-based management evaluation methodologies
* Experience gathering and analyzing the views of diverse stakeholders
using a mix of quantitative and qualitative methods.
* Experience applying SMART indicators and reconstructing or validating
mid-term scenarios
* Researcher should has:
* Strong research skills, with excellent attention to detail, ability to
synthesize, organize, and present information.
* Excellent English report writing, communication and public presentation
skills, preferably on child protection or relevant technical areas
* A high-level of self-motivation, is highly flexible and can manage
multiple tasks and priorities.
Ethical Considerations
It is expected that this review will be:
* Data collection methods will be age and gender appropriate.
* Mid term Review activities will provide a safe, creative space where
children feel that their thoughts and ideas are important.
* A risk assessment will be conducted that includes any risks related to
children or young people's participation.
* Informed consent will be used where possible.
The researcher will be required to obtain Ethical Clearance from a relevant
University/Institution as well as permit from respective institution. Save the
Children will not provide assistance with this process.
Expression of Interest
Qualified researcher that interested in this research opportunity should please

* The proposed research questions, design, methodologies, techniques or
approach.

Consultant'
* Budget proposed, specifying number of days and daily rates required for

* Examples of at least two research reports or studies produced in English
* Details of three professional referees
* Profile of researcher/ CV
Save the Children will not consider Expressions of Interest that do not cover
