Sustainable Food System ManagerBased in Denpasar, Bali
Job Overview:
The Food SystemsManager is taking the lead on behalf of Rikolto in Indonesia in
the area ofinnovative concepts regarding the food system in general and the
Food SmartCity-programme of both Rikolto in Indonesia and the international
Food SmartCity-cluster in particular. Within this area of activities, he/she
pro-activelyrepresents Rikolto in Indonesia on a local, national and
international level,and acts as the internal point of contact as well. At the
international levelthere is a priority in playing a pro-active role in the
Rikolto Food SmartCity-cluster in favour of the international agenda. He/she is
or soon becomesan expert in the food system and the Food Smart City-concept,
with particularattention to sustainable practices. With a positive, energetic
and open mind,and a sense for innovation and groundbreaking ideas, he/she leads
the conceptualprogramme towards success.
In line with therespective donors/partners and in coordination with the
Regional Director,he/she makes decisions relating to the programme and
activities and takes theresponsibility to implement these in collaboration with
other Rikolto staffmembers and partners
1. Programme Design, Planning, Development and Implementation
- Developing, adjusting and updating Rikoltoin Indonesia’s strategy and
approach, in alignment with the global strategy ofRikolto to develop inclusive
business models forsustainable food systems;
- Leading the Food Smart Citiesprogramme for Indonesia, including budgeting,
management andmonitoring/evaluation of progress and supervision of Business
DevelopmentServices (BDS) providers;
- Providing strategic,methodological and technical guidance to partners and
BDS providers indesigning, planning, implementing, monitoring and adjusting
concrete actionsmeant to achieve targeted outcomes;
- Supportingand coordinating partner’s programme planning and budgeting, and
ensuring thecompliance to the programme direction as well as the administrative
andfinancial regulations;
- Responsiblefor the day to day administration and financial administration
of theprogramme, ensuring that it is in line with the policy and procedures
ofRikolto and respective donors;
- Actively participating in fundraisingfor the programme.
2. Programme and Personnel Management (when applicable)
- Continuouslymanaging and coaching Rikolto’s field officer(s);
- Followingup the field officer’s performance and conducting a formal
annual assessment;
- Assessingthe field officer’s performance annually;
- EmpoweringRikolto’s field officer and encouraging them to steadily build
theircapacities;
- Identifying,discussing and proposing capacity building topics for the
field officer and artners;
- Followingup on service providers: identifying, managing and ensuring
proper delivery ofservices to meet the programme demands.
3. Accountability and Communication
- Monitoringand evaluation of the programme implementation and progress
following Rikolto’sPlanning, Learning and Accountability (PLA) System;
- Following up and coordinating with the field officerto measure,monitor,
analyse, document and communicate the outcomes of programmeactivities;
- Assuringthe submission of the programme’s narrative and financial reports
to donors,government and superiors withinthe prescribed deadlines and quality
requirements;
- Making analysis of theoutcomes against the theory of change, regularly
updating the programmeteam on key information related to FoodSystem, and
providing recommendation for innovativemeasures and improvement;
- Producing monthly, biannual,and annual programme reports, integrating
inputs from the field officer, partners,BDS providers, and reporting them to
the Regional Director and PLA Coordinator;
- Contributingto Rikolto’s communication strategy (website, magazine,
Facebook, Instagram,special publication materials, etc.) in coordination with
the CommunicationCoordinator;
- Proactivelyengaging him/herself in the community of practice on
sustainable food system inIndonesia and at regional level to leverage the
position and to promote thevisibility of Rikolto.
4. Evidence for Impact, Learning andInnovation
- Exploringand proposing innovations in the project design, partnership and
way of workingtowards sustainable food system;
- Keepingup to date with the literature and recent developments in the
field ofsustainable and inclusive food systems and regularly updating the
programmeteam;
- Leadingthe co-creation of innovations and/or inclusive business models
that could beadapted or tested in an Indonesian context, together with partners
and alliesfrom local authorities, private sector, civil society organisations,
academiaand others;
- Leadingknowledge management efforts for the Food Smart Cities programme
in Indonesia,together with research and development partners, and Rikolto’s
Evidence forImpact team. This includes supervising the production of case
studies,toolkits, presentations, guidance documents and others related to food
smartcity initiatives in Indonesia for the purpose of sharing them internally
withinRikolto and externally with food systems stakeholders.
5. Cluster and Networks
- Taking the lead for Rikolto inIndonesia and contribute pro-actively to
Rikolto’s InternationalFoodSmart Cities cluster, including contributing to
jointinternational projects, participating in team calls and yearly
gatherings,sharing information and resources with team members, and
contributing to teamfundraising and networking activities;
- Building Rikolto in Indonesia’ssustainable food systems network at the
local, national andinternational level;
- Identifying and developing partnershipswith key stakeholders to scale up
programme results;
- Facilitating and participating indialogues on sustainable and inclusive
food systems and relevantagricultural chain development among stakeholders;
- Facilitating business links between farmerorganisations/groups, the
private sector, healthy food processors (restaurants,schools canteens, hotels
and catering services), consumer groups, decisionmakers and commodity networks;
- Facilitating the adoption of inclusivebusiness practices among farmer
organisations and buyers for inclusiverural-urban food chains.
6. General
- Coordinating regularly with the ExecutiveManagement Team (EMT);
- Contributingto the development of Rikolto in Indonesia’s vision on
sustainable food systemsand internationally through the Food Smart Cities
cluster;
- Playingan exemplary role with respect to the values, identity of Rikolto
in Indonesia;ensuring compliance with the Code of Conduct and the Code of
Ethics in order tosafeguard its organisational reputation;
- Supporting activities regarding the general well-being ofstaff-members and
healthy and environmentally friendly practices at the officeand in Rikolto’s
operations;
- Being an active team player andcontributing to team work;
- Specialassignments which may be identified and implemented in the future.
Requirement
Education & Experience:
- Master’sDegree in UrbanPlanning/Development, Business Development or
Administration, Food Science, Economics,Environmental Management, or equivalent;
- 8 years progressive experience in urban planning/development,business
development, private-public partnership (PPP) development,
communitydevelopment, multistakeholder engagement, lobby and advocacy, or
equivalent;
- Experience in managing a small/medium--sizedteam;
- Experience working in an international team.
Technical Knowledge &Skills:
- Familiarity with concepts, strategies and tools for sustainable food
systems, business and market development, inclusive business, urban
development, and PPP development;
- Proven track record in developing knowledge management products;
- Experience with monitoring, evaluation and learning tools and methods;
- Impeccable record of programme financial management (budgeting, reporting);
- Knowledge on government planning and budgeting processes;
- Knowledge of the Indonesian political and institutional framework and
experience with government engagement and advocacy to influence policy;
- Knowledge of major initiatives and roles of key food systems actors on the
local (Java, Bali), national, regional and international scene;
- Strong fundraising and grant-writing record;
- Excellent networking skills.

and LatinAmerica. In Indonesia, Rikolto is established since the 1950’s.
We build bridges oftrust and trade between the food industry, governments,
research institutions,financial institutions and farmers’ organisations around
one central question:‘What will we eat tomorrow?’ How can we guarantee
thatfuture generations retain access to affordable quality food, knowing
thatclimate change, low prices and poverty are forcing more and more farmers
fromthe land? We plant and harvest new solutions, making the food system
moretransparent, so it is easier for consumers to make a sustainable choice?
Forthis, Rikolto works with 9 municipalities, over 70 private companies and
105farmers’ organisations, reaching over 102,000 farming families and thousands
ofcitizens and consumers across 15 countries. Together, we want to change
therecipe of our food system.
In 2017, Rikolto started a new “Food Smart City” initiative in Indonesiain the
cities of Surakarta, followed by Depok in 2018 and Bandung in 2019 toimprove
nutrition security, reduce food waste and its related GHG emissions,and ensure
decent livelihoods for food producers. The objectives of theinitiative are
four-fold:
- To conduct researchon procurement policies, food waste management,
consumption pattern on healthyfood products.
- To co-createsolutions and advocate for improved local food distribution,
inclusiveprocurement policies and healthy food consumption practices at
household andmarket level, including restaurants, supermarkets, hotels, and
school canteens.
- To strengthenproducer networks and improve market linkages of food
producers both in ruraland urban area.
- To innovatecircular business models to reduce food waste and develop
distribution channelsfor edible food surpluses to low income urban communities.
