Provision of IT services to implement Sistem Informasi Tuberkulosis (SITB) and
Sistem Informasi Manajemen Rumah Sakit (SIMRS) interoperability
The U.S. Agency for International Development’s (USAID) Tuberculosis Private
Sector (TBPS) Activity supports the Government of Indonesia’s (GOI’s) goal of
tuberculosis (TB) elimination by 2030. TBPS supports a vision for fully
scalable, market-based and government-supported PPM programming that
accelerates private-sector diagnosis, notification, and successful treatment to
reduce TB incidence and mortality. To achieve this goal, TBPS will support
Indonesia’s journey to self-reliance in achieving TB elimination targets by
improving TB diagnosis, treatment, and case notification by private providers.
TB is one of the priority health programs in Indonesia, however the
implementation still faces many barriers including in recording and reporting
TB cases. There is a gap between the number of TB patients diagnosed and
treated in the health facilities and the total number of patients reported to
National TB Program (NTP).
Mandatory TB case notification for all providers is stated in Minister of
Health (MoH) Regulation No. 67 of 2016. NTP developed Sistem Informasi
Tuberkulosis (SITB) application to support notification of TB cases from health
facilities including hospitals. Other than SITB, hospitals also use Sistem
Informasi Manajemen Rumah Sakit (SIMRS) or Hospital Management System (HMS) to
record all patients’ data including TB patients. In a hospital with good TB
internal linkage, most TB cases diagnosed and treated in the hospital will be
recorded and reported in SITB through the TB clinic. However, many hospitals
still do not have functional internal linkages and even though they record
patients in SIMRS, they don’t report them through SITB, leading to
underreporting of TB cases. Other than that, the use of multiple HMS creates
work inefficiencies and increases the work burden of hospital staff.
NTP has created an Application Programming Interface (API) that acts as bridge
between SIMRS and SITB, but this integration process is hindered due to many
reasons e.g. capacity of the IT teams to modify HMS to and the number of
hospitals that has their SIMRS integrated with SITB is less than 10%. The main
cause of this delay is hospital’s inability to adjust their system to meet the
requirements of the integration and also there are many different platforms of
SIMRS that are used by hospitals.
TBPS provide support to NTP to increase the coverage of SIMRS integration with
SITB to increase TB case notification and reduce underreporting by helping to
develop the SIMRS module for the hospital to be integrated with SITB and help
NTP to upgrade SITB API if needed. TBPS will focus on 131 hospitals under the
five biggest hospital chains.
This request for proposal seeks a firm/supplier to create the roadmap for
SITB–SIMRS integration, improve algorithm and design of SITB–SIMRS integration,
upgrade SITB API and provide support to NTP to increase the coverage of
SITB–SIMRS integration by helping to integrate SIMRS of five big chain
hospitals with a total of 131 hospitals to SITB.
