*Project Summary: *
The five-year USAID/Indonesia Harmoni activity aims to promote tolerance
and inclusion and reduce the risk of violent extremism. Harmoni focuses
support on interventions that are targeted towards norms, communities, and
individuals at risk of radicalization, with an explicit mandate to build
the resilience of key Indonesian institutions – governmental, civil
society, religious, and community-based – that represent the front line in
securing democracy, tolerance, and inclusion in Indonesia.

*Position Summary: *
The Deputy Chief of Party (DCOP) will oversee the effective operations of
grants; progress and outcome monitoring and learning; and communications
with and reporting to USAID and other stakeholders, ensuring these
functions are fully aligned with programmatic priorities and objectives,
and effective field officer coordination. The DCOP, a Key Personnel
position, will support the Chief of Party (COP) in overall project
leadership, management, and technical direction of the Harmoni project.
*Responsibilities:*
- Provide support to the COP and technical team with strategy
development, planning, implementation, management, client engagement and
coordination between partners, government counterparts, and other
implementing partners.
- Support the COP in setting security, infection control and crisis
management policies and procedures, and in overseeing their execution.
- Oversee the grants portfolio, including support to technical staff in
grant development, formulation, compliance, and quality control.
- Support technical staff in design and drafting of grant proposals to
USAID.
- Oversee the effective operation and oversight of grants, ensuring that
all grants fit project objectives and indicator targets for performance.
- Work with the grants and technical teams to ensure grant activities
are complying with MSI and USAID policies/regulations.
- Support the Monitoring, Learning, and Evaluation (MEL) team to
interpret data to understand project progress and areas that need more
support.
- Work closely with MEL and program teams to coordinate context
monitoring and apply together with M&E results to programming and learning.
- Develop, support and document learning and application of lessons in
adapting programming and/or management, working closely with the technical
and strategic communications teams in doing this.
- Oversee and support quarterly, annual and any special reports to
USAID.
- Support annual workplan development.
- Support the development of stories of project impact in different
formats including short videos, photographs, blogs, testimonials, and the
like.
- Work close with the CVE communications and MEL teams in doing this.
- Help shape and coordinate communications with project partners,
USAID, and government counterparts.
- Serve as Acting COP in COP’s absence.
- Other management, operational, and program tasks as determined by the
COP.
*Qualifications:*
- Bachelor’s degree in development studies, business administration, or
a social science required, Master’s degree preferred.
- Minimum of eight years of professional experience in international
development with significant relevant experience in project management and
supervising staff in a programmatic and/or operational capacity.
- At least three years of dedicated experience working on USAID grant
programs and extensive knowledge of USAID regulations.
- Demonstrated experience in programs requiring community-level
engagement, civic engagement, and/or democracy promotion required.
- Experience in P/CVE or conflict programming preferred.
- Demonstrated experience managing communications strategy and product
development both on- and offline, especially dealing with sensitive issues
and at-risk communities.
- Demonstrated experience in monitoring, evaluation and learning for a
complex program, which includes measuring, analyzing, and reporting on
performance, as well as external conditions and situations that may affect
activities and the project’s ability to achieve results.
- Strong leadership, analytical and communication skills, and ability to
manage and be flexible in difficult and challenging circumstances.
- Fluency in spoken Bahasa required.
- Strong English writing and oral skills are required.
