following position: FORENSIC SPECIALIST(Resident Position,Jakarta-based)
The ICRC Delegation in Jakarta is seeking a suitablyqualified candidate to fill
theabove-mentioned position with bellow criteria: RolePurposes
The Forensic Specialist is responsible fordeveloping and implementing the
forensic strategy and programmes. In theabsence of a Forensic Coordinator, she
serves as the delegation's main internaland external focal point for technical
and non-technical issues and programmesrelated to forensics.
Mainresponsibilities· Develop and implement the forensicstrategy, specific
objectives, plans of action, timelines and the requiredresources (including
budget), in cooperation with staff from other departments,in line with the
delegation's objectives· Conduct forensic analysis ofthe context and
identify emerging humanitarian challenges by maintaining anoverview of the
forensic situation, locally and in the region· Contribute to
establishingforensic-related policies, concepts and approaches in Indonesia. ·
Implement the forensicprogram in the field· Promote the implementationof
relevant forensic standards, including those applicable to missing
persons,management and identification of human remains· Provide specialized
adviceon human remains and forensic sciences to relevant stakeholders and
institutions· Organize seminars, trainingsessions, and briefings on
forensic; develops institutional or technicaltraining·
Providebriefings/reports/information for internal purposes· Develop and/or
maintaincontacts with a network of other players and represents the ICRC
onforensic-related issues at national level (e.g. capacity building, promotion
offorensic standards, external meetings or workshops, etc)· Review all
strategy andinstitutionally relevant documents which are relevant to forensic
for thecontext covered.· Supervise, coach and manageforensic staff (e.g.
external consultants).· Maintain dialogue with themanagement of concerned
delegations, desks and services in Geneva· Prepare and participate
inwriting of all reports (e.g. BMor, MoM, Field mission, etc).
Requirements
Required· Forensic practitioner holding at least a Masters'degree or
equivalent in medical, biological or forensic sciences. Preferredareas of
expertise: forensic pathology, anthropology/archaeology, genetics,odontology,
molecular biology.· At least 8 years post-graduate forensic
case-workexperience.· Fluency in English.· Experience in technical and
non-technical reportwriting.· Commitment towards highest forensic scientific
andethical standards.· Desire to work in proximity to affected people
andcommunities with empathy. Highly Preferred · Experience in forensic
practice applied tohumanitarian or human rights investigations.· Experience
in various aspects related topost-conflict missing persons.· Broad-based
(multi-disciplinary) technical andnon-technical knowledge and experience
related to the scientific and legalidentification of human remains and an
integrated forensic reconciliationprocess.· Knowledge and experience in data
managementstrategies, methodologies and implementation, including electronic
databases.· Experience in Management of the Dead fromEmergencies/DVI, with
particular experience and skills in high-throughputmortuary management and
forensic identification methods in mass casualtyevents.· Broad based
(multi-context) knowledge andunderstanding of the medico-legal framework for
death investigations.· Proven experience of a collaborative approach.Prior
experience in multi-cultural and multi-disciplinary teams. An asset ·
Experience with legislation/regulation/policydevelopment· Experience and
skills in rapid situation analysisand strategy development, implementation,
monitoring and evaluation· Proven experience and skills in delivering
forensictraining and a capacity to adapt the message to diverse audiences·
Teaching experience at the graduate level an asset· Experience in
development of technical andnon-technical guidelines and protocols· Proven
networking skills· Proven contribution to relevant scientificpublications
in the field of forensic practice, especially as it applies tohumanitarian and
human rights investigations· Experience and practice in negotiations and
publicrelations, particularly applied to the promotion and implementation
ofprofessional and ethical standards related to the field of expertise
