years, Indonesia has expressed its commitment to enhance the rights and
opportunities of persons with disabilities by ratifying the UNCRPD, and a
vibrant national disability movement has emerged, demonstrating its capacities
by providing recommendations to the government concerning legal reform, raising
awareness amongst the general public in some areas and setting-up networks
across the country.
Still, there are important gaps between national commitments and local
implementation in fulfilling these rights. Disability is not yet recognized as
a significant and cross-cutting human rights issue in planning & budgeting
processes, particularly at sub-national level and there is a lack of awareness
from local decision makers and social service providers to develop inclusive
initiatives and how to foster the participation of people with disabilities.
Appropriate regulations at provincial and district-levels remain limited and
enforcement mechanisms reflect the existing gaps between national and local
levels in protecting the rights of persons with disabilities.
HI has been present in NTT since 2010 and has since contributed to the
disability movement through various projects designed to enhance participation
of people with disabilities in various topics of the development process
including inclusive disaster risk management, inclusive education, and
inclusive planning and budgeting process. A project focuses on social economic
inclusion as a full participation in the society and aim to seek increased
participation and equal opportunities for traditionally excluded groups – such
as women, vulnerable youth, people living in poverty and people with
disabilities named “Building inclusive and sustainable economic growth through
Civil Society Organizations (CSOs) participation” (BISEG Project) has been
implemented from the second quarter of 2018 in 6 districts in NTT with a local
CSO, Perkumpulan Relawan CIS Timor (CIS Timor), with the support of funding
from the European Union under its CSO-LA program.
In order to implement the project goal, HI is currently looking for Project
Officers for its offices in Belu. S/he will work alone in each district under
the long-distance supervision of the Project Manager who is based in Kupang.
The Project Officer will be responsible for the project implementation in
her/his working area in close collaboration with CIS Timor Project
Officer/facilitator. The detail is as follows:

profile weighting (capacity and experience of the candidates)
The selected candidate is expected to start working at the base from the first
week of May 2020 at the latest.
TASKS/RESPONSIBILITIESUnder the line management of the Project Manager (PM) who
is based in Kupang, the Project Officer will be responsible for the project
implementation in his/her working area (Belu). The successful applicant must be
willing to travel within his/her working area by any transportation means. The
tasks in particular are:
1. Support the Project Manager in the project implementation2. Provide
technical assistance to local authorities (LAs), civil society organizations
(CSOs), the project implementing partner3. Perform monitoring & evaluation of
the project/4. Sensitize & mobilize all stakeholders on inclusive livelihood &
economic participation5. Manage the activities & budget under his/her domain6.
Contribute to the development of project tools, assess them and recommend
improvements7. Manage administrative & logistic needs of his/her domain
including cash box management

KNOWLEDGE REQUIREMENTS• Bachelor degree in social sciences, economics, and
other relevant field; or in any discipline with at least 3 years of experience
in livelihood projects• Minimum 2 years practical experience in the field of
disability, excluded group and support to civil society• Minimum 2 years
experience in an international organization• Experience in local
planning-budgeting processes• Experience working with DPO and persons with
disabilities; and/or working in women and youth group issues• Experience of
working with multi-cultural and/or pluri-disciplinary teams and being managed
by distance• Good knowledge of the livelihood / economic development
stakeholders in his/her assigned area

Initial contract will be for maximum 1 year with a possibility for renewal
until the end of the project.
