Project Description
Health Policy Plus (HP+) is a USAID-funded, five-year, $185 million project
awarded to Palladium (formerly Futures Group) on August 28, 2015. HP+ has a
mandate across global, country, and subnational levels to strengthen and
advance health policy priorities in HIV, family planning and reproductive
health (FP/RH), and maternal health. It aims to improve the enabling
environment for equitable and sustainable health services, supplies, and
delivery systems through policy development and implementation, with an
emphasis on voluntary, rights-based health programs, and by strengthening
in-country partners’ capacity to navigate complex environments for effective
policy design, implementation, and financing aligned to their priorities. We
carry forward proven approaches to preserve achievements. These approaches
inform how we manage programs and engage with stakeholders, and tools and
techniques improve decision making and the achievement of predetermined goals.
Country Program Overview
In close partnership with the Government of Indonesia (GOI), HP+ generates
critical data and evidence and equips policymakers, civil society, and the
private sector to more effectively and efficiently achieve national health
priorities. The project supports the Government to develop, implement, and
monitor policies to sustainably finance and equitably provide healthcare
services, especially for maternal and newborn health (MNH) and HIV. HP+
practices “learning by doing,” which ensures that skills, tools, approaches,
and methodologies are embedded for sustained use by government partners and key
stakeholders. HP+ Indonesia has three overarching objectives:
I. Strengthen GOI’s capacity to analyze data and contribute evidence
for improved policy and programming.
II. Support GOI in sustainable financing of essential health services.
III. Establish partnerships with private sector for health.
Scope of Work
HP+ is seeking the services of a senior economist to provide technical
assistance to the Health Policy Plus Project in Indonesia. The consultant’s
responsibilities will be as follows:
1. Work directly with the HP+ team providing technical inputs to, and final
review of three policy briefs to be drafted by HP+ DC and Jakarta staff
regarding the influence of JKN purchasing arrangements on maternal health
outcomes and practices in Indonesia.
2. Co-lead high-level presentations in conjunction with HP+ Indonesia staff.
While HP+ Indonesia staff will liaise directly with USAID Indonesia and
Government of Indonesia counterparts, the consultant will join such staff
during one meeting where the aforementioned policy briefs will be presented.
The consultant will prepare the technical inputs needed for the policy brief
presentation.
3. Collaborate and provide technical inputs and knowledge to one article to
be submitted by HP+ to a peer reviewed journal.
The consultant will be expected to schedule meetings with HP+ staff to share
progress and discuss next steps when needed.
Duration of Assignment
The consultant will produce the deliverables described below from August 3rd
and September 30th 2020. Drafts will be reviewed by the HP+ team and
comments/suggestions will be provided to the consultant. The consultant will
make any adjustments to the products and provide the final draft by the
stipulated due date for each deliverable.
Deliverables
All deliverables must be approved by the technical monitor(s). Multiple drafts
may need to be submitted before the technical monitor approves the deliverable.
The consultant/organization is expected to produce the following high-quality
deliverables:
1. One policy brief on local financing and Jampersal using data collected by
HP+.
2. Written technical inputs on two briefs related to the influence of JKN
purchasing arrangements on maternal health outcomes and practices in Indonesia
to be provided by HP+
3. One Powerpoint presentation with the highlights and key takeaways from
the three policy briefs specified under deliverables 1 and 2 .
Skills and experience of the consultant
* Based in Indonesia
* Master's Degree or higher in international health, international
development, political science, social sciences, economics or health economics,
or a related advanced degree (coursework in Health Finance and Health Economics
is preferred);
* Strong knowledge of the Indonesian health system is required
* Ability to work independently and solve day-to-day problems, but possess
good judgment for escalating issues/problems
* Attention to detail and ability to effectively and efficiently perform
multiple tasks and balance competing priorities often within a required
timeframe
* Good diplomatic skills and experience interacting with host country
government agencies including local governments, development partners (i.e.
USAID), and civil society organizations
* Strong facilitation, problem solving, analytic, and evaluative skills;
* Ability to work in a multicultural environment;
* Fluency in English is required.
