*Short-term COVID-19 Data Assistant*
Palladium is appointed by USAID to manage USAID-funded Health technical
Assistance Project (BANTU), to support USAID Indonesia’s Country
Development Cooperation Strategy (CDCS) by rapidly leveraging specialized
short and long-term technical assistance to USAID, USAID-funded programs;
the Government of Indonesia (GOI), and other organizations and agencies as
required.
We are currently seeking a short-term COVID-19 Data Assistant to work
closely with USAID/Indonesia’s Office of Health and its local
counterparts.
*JOB SUMMARY:*
The USAID/Indonesia Emerging Infectious Diseases (EID) program is looking
for a short-term COVID-19 Data Assistant to support its new COVID-19
programs. The individual will collect and consolidate the monitoring,
evaluation and learning (MEL) data relevant to the USAID/Indonesia COVID-19
MEL framework and Performance Reference Indicator Sheet/PIRS, as well as
additional qualitative and quantitative data relevant to the implementation
of USAID-GOI COVID-19 Response program. The individual will also provide
regular data summaries and develop, maintain, monitor and report data
submission tracker and status from USAID Implementing Partners (IPs) on a
regular basis. S/he will develop a consolidated MEL reporting calendar for
all IPs and review and clean data collected from their tracking tool.
Together with USAID/Indonesia EID team, USAID/Indonesia DOCS team, Global
Health Security (GHS) Communication Officers and IPs Communication POCs,
the individual will assist in drafting learning and communication materials
(success stories, learning stories, factsheets, infographics, etc.) on
USAID COVID-19 response in Indonesia by utilizing MEL data. The individual
will also support Project Management Specialist EID to provide M&E capacity
building activities and mentoring to partners’ focal points, develop a
simple knowledge management mechanism and where appropriate, conduct field
visits to project sites to collect and spot-check MEL data and information
as required.
This short-term position is for an *Indonesian (local hire) *for a six (6)
month period with potential extension up to nine (9) months. The position
will be based off site with regular meetings and intensive communication
with the USAID/Indonesia EID team and IPs.
*REQUIREMENTS: *Bachelor’s degree in management, development studies,
statistics, social science, or related fields; master’s degree is
desirable; minimum 2 – 3 years of experience working in a MEL team, in data
collection, project monitoring, evaluation and learning activities, and
monitoring project results and indicators; prior experience in using
automated data collection tools in a solid MEL system is desirable;
minimum 2 – 3 years of experience using GIS software such as ArcGIS,
ArcMap or other recent GIS software to develop simple maps and other
geographic visualizations from the project activities or outputs;
proficient in MS Office software for data processing and surveying tools (S
urveymonkey, Google forms, Open Data Kit) including Google platform (Docs,
Sheets, Drive, Gmeet, Calendar), and other mobile data collection platforms
(Power BI, Tableau, etc.); prior experience in carrying out surveys or
conducting qualitative and quantitative data collection and analysis is
desirable; experience in creating communications materials, such as success
stories, factsheet and infographics is desirable; a fast learner on topics
related to public health, international donors, Government of Indonesia
systems, challenges and opportunities of the health sector in Indonesia at
the national and sub-national levels; excellent written and verbal
communication in English and Bahasa Indonesia are required.
