Caritas Germany is a catholic relief agency that commits itself worldwide to
emergency aid and reconstruction, and develops social services in many
countries of the world. The Country Office of Caritas Germany in Indonesia,
located in Yogyakarta, is hiring a
MEAL (Monitoring Evaluation Accountability and Learning) Officer
Starting in September 1st 2020 until 28.02.2023 (30 months)
1. ToGETHER programme
With the support from the German Foreign Office (Auswärtiges Amt, AA), Caritas
Germany is establishing a consortium with four other German NGOs to apply the
program called “ToGETHER” - Towards Greater Effectiveness and Timeliness in
Humanitarian Emergency Response”. The aim of the project is to support local
actors in strengthening their capacities in humanitarian response,
preparedness, coordination and advocacy.
The program will take place from July 2020 to June 2023 in altogether eight
countries, of which Indonesia is one of them. In each of the countries, up to
five national organisations can participate in the programme as Local
Humanitarian Partners (LHP).
Based on an assessment, the program will design and implement country-specific
activities to increase the representation of local actors in the national
humanitarian system and to shape their advocacy in relevant policy processes.
It will furthermore strengthen LHP’s capacities for a more effective
operational humanitarian response through trainings, workshops, mentoring and a
strategic partnership.
2. Rationale
To implement this project in eight countries, four German humanitarian NGOs,
namely Caritas Germany (CG), Deutsche Welthungerhilfe, Diakonie
Katastrophenhilfe (DKH) and Malteser International (MI) working together in a
consortium. The lead of the consortium – who is also responsible for reporting
towards the AA – is Welthungerhilfe. In each of the eight countries, the
program implementation is led by one of the consortium partners. In Indonesia,
this is Caritas Germany.
For the Program Contract Holder to meet its obligations towards AA, a Programme
Management Unit (PMU) is established at Welthungerhilfe Headquarters in Bonn /
Germany. For a smooth implementation of the Localisation Programme and its
current scope of 4 Consortium Partners, 8 Country Projects, and 40 Local
Humanitarian Partners, it is essential that the Consortium Contract Holders
assign a MEAL Officer in their respective Country Projects. He/she will be
chiefly in charge of the technical monitoring, evaluation, accountability and
learning management support for the implementation of the different project
stages in order to ensure the quality of the projects. Additionally, the MEAL
Officer work focuses on ensuring project partners’ compliance to the
operational standards of AA. He/she will also be part of a Caritas Germany
Country Office Indonesia, therefore he/she responsible to provide program
update respectively not only for Program Coordinator but also to the Head of
Office Caritas Germany Country Office Indonesia. He/she will work closely with
a Program Coordinator and Senior Finance Officer.
3. Task and responsibility
Job Summary: The primary role of the MEAL Officer is to work directly with
Capacity Building Coordinator and focal point of 5 LHPs to ensure
implementation of high-quality MEAL in the field. He/she will provide technical
analysis and support in the field of Monitoring, Evaluation, Accountability and
Learning in line with ToGETHER program. In addition to that, he/she is also
required to support the development of effective MEAL system and data
collection tools; collect data using both qualitative and quantitative method,
conduct data entry and analysis and provide accompaniment to LHPs to do so. The
MEAL officer will be hired to support ToGETHER Program.
Primary Responsibilities:
• Develop and implement MEAL framework (Inc. Template and tools) in
consultation with CPU MEAL advisors
• Contribute to the development of Quarterly Workplan to identify project
targets and ensure inclusion of M&E activities
• Ensure adherence to specific monitoring and reporting requirement of ToGETHER
Program
• Provide technical accompaniment and support to LHPs in planning and
implementing M&E system and provide training as needed
• Undertake regular visit to LHP’s project sites and their office to provide
them with direct support and assistance
• Provide accompaniment and mentoring for LHPs after MEAL’s training to
reinforce their skill and understanding
• Ensure the collection and analysis of accurate information and data both
quantitative and qualitative to be used for project reporting according to the
Logical framework (logframe)
• Undertake field visits for data validation and to monitor the quality and
completeness of data as needed
• Capture and document lessons learned and best-practices for the purpose of
knowledge management
• Contribute to developing and reporting of project review, assessments, survey
and other analytic or evaluation processes and products.
• Generate quarterly indicators report for tracking progress against key
indicators as needed by revering to the logframe
• Support the publication on the result of the initiative (learning and for
advocacy tool), progress report
• Carry out other duties as assigned in line with ToGETHER program
4. Skills and Qualification:
• Five years minimum experience in relevant M&E field, experience in INGO is an
advantage
• Completed degree in a relevant field
• Strong technical skills to develop MEAL systems
• Knowledge of the major evaluation methodologies (qualitative, quantitative,
mixed method, and impact), data collection, analysis methodologies and
reporting)
• Proven success in designing, implementing and operating M&E system from
project initiation to close out
• Good data presentation skills
• Experience in database management and developing M&E and monitoring plans
• Practical experience in organizing evaluation
• Fluency in English both written and verbal communication is a must
• Knowledge of core humanitarian standard and other relevant standards
• Knowledge and experience of computerized M&E system is preferably (essential
to understand and familiar with several tools, i.e. KoBo toolbox, etc.)

6. Terms and Conditions
• Caritas Germany will offer competitive salary on Grade 4 with range IDR 8 -
10 million per month (depend on salary history) and benefit as Indonesian
Labour Law
• Leave entitlement: 20 days annual leave a year in addition to relevant public
holidays
• Hours: Standard working week is 40 hours in five days Monday to Friday.
However, the demands of the job are likely to be such that a willingness to
work longer hours, as required, will be necessary
