Yayasan Humanis dan Inovasi Sosial is an Indonesian organization, born out of
an active collaboration between Netherlands based Hivos and several like-minded
Indonesian academics and civil society leaders who subscribe to the values and
mission of Hivos. The agenda for such a collaboration was set in the context of
Hivos’ desire to phase out its direct presence in Southeast Asia by promoting
sincere decentralization and local ownership. As the name itself suggests, the
purpose underpinning establishment of the new entity is to promote humanistic
values in the social, economic, health, and cultural fields which is defined in
terms of the ability for each individual to assess and decide independently and
responsibly, the right to freedom, dignity and a passion to create a just and
tolerant society.

In December 2019, Hivos signed a four-years partnership agreement with
Palladium in rolling out the Prosperity Fund’s Menuju Transisi Energi Rendah
Karbon Indonesia (MENTARI) funded by the Foreign Commonwealth and Development
Office (FCDO). The program main goal is focusing on renewable energy as a
transformative platform for green and inclusive economic growth in Eastern
Indonesia through:
1. Improved Policy and Regulation
2. Brokered Investment
3. Demonstration Projects, and
4. Collaboration and Networking.
To support our programme in Renewable Energy, Yayasan Humanis dan Inovasi
Sosial is currently looking for an individual to become a Field Project
Community & MEL Officer for MENTARI Program.
Functional Context
Field Project Community & MEL Officer is responsible for community engagement
and consultation, capacity development, monitoring, evaluation and learning
dimensions of the MENTARI Demonstration Strand and operates in accordance with
the Yayasan Hivos policy and donor requirements, which in this case is the
Foreign and Commonwealth Development Office. The Field Project Community & MEL
Officer works closely with the MENTARI MREL Manager, Demonstration Strand Lead,
PDM Green Energy , and Consortium Partners to accurately monitor the phases of
the project to ensure proper roll-out, monitoring results indicators using the
SMART concept and analysing the evaluation results according to target
commitment to donor . S/he translates the project’s ToC into tangible
indicators for monitoring and evaluation; analyses, validates and aggregates
outputs, outcomes and learning in all phases of the process, in close
partnership with other project staff.
Together with MREL Manager and FC DO ’s assigned external MREL consultant, v
alidates the potential sustainability and scalability of innovations,
experiments and tests solutions through formative, summative and real-time
evaluation on the basis of relevant expertise and experiences and also manages
the assessment, validation and improvement of performance during the project
cycle itself. At the beginning, s/he focuses on the procedural and logistics
aspects of accountability and transparency: data collection, reporting, etc and
in a later stage will take the lead on collection of material and writing the
best practices/lesson learned from MENTARI .
Field Project Community & MEL Officer will lead in delivering fact-based
evidence according to the proposed project outputs based on FC D O’s
requirements and will enhance the quality of new and/or ongoing project
activities. Together with other Project Field staff, s/he will also plays
significant role in community engagement and consultation and capacity
development activities to ensure an impactful project implementation towards
community livelihood and supporting key actors in scaling up off-grid solutions
as part of the project ambitions. This position will be based in Waingapu Sumba
office, East Nusa Tenggara .
Roles and responsibilities
1. To play a proactive role in the implementation of the MENTARI program which
overall aims to expand affordable renewable energy access particularly in
eastern Indonesia.
2. To sharpen, manage and implement the monitoring evaluation and learning
framework and systems according to the FC D O reporting templates and data
collection tools.
3. To ensure project compliance with FC D O reporting requirements.
4. To coordinate, manage and be responsible for data collection from the field,
analysis and reporting performance indicators by program/project team members
and program/project counterparts with Palladium’s MREL Manager .
5. To provide overall management for the implementation of the framework in
coordination with Demonstration Field Project Coordinator and MREL Manager .
6. To coordinate or facilitate specific areas of data collection as defined in
the framework.
7. To assist the project staffs in the development of regular progress reports
according to FC D O requirements.
8. To regularly review and update the project’s monitoring evaluation &
learning plan.
9. To assist on the progress of the project, including: monitoring and
evaluation of the impact and outcome, providing regular progress report.
10. To contribute in designing, implementing and monitoring community
engagement and capacity development activities for the project aiming at
positive impact towards community livelihood.
11. To be responsible in research, studies and survey and evaluation activities
in the Demonstration Strand.
12. To prepare lessons learned from the project and develop a plan for future
activities.
13. To support the knowledge dissemination through trainings, mentoring and
field visits.
14. To contribute to Yayasan Hivos’ overall organizational and policy
development.
15. To be a reliable and supportive team member to the whole team.
Knowledge, experiences and competencies
* Relevant work experience: at least 5 years
* Experience with project and program monitoring and evaluation
* Extensive experience in developing ME L framework and its ongoing
management within renewable energy issues
* Work experience in an international environment
* Track record in writing/compiling/editing proposals
* Excellent understanding on data collection methods and analysis raw data
into project intelligence
* Attention to details and a good team player
* Passion in development sectors would be an advantage
* Having respect for a humanitarian or humanist principle and willing to
work in a non-discriminating, neutral, impartial and gender equal environment
