Therole
The Human Resource (HR) Managerwill lead on and/or provide support on a range
of human resources servicesincluding organizational development, employee and
consultant relations,recruiting, compensation, benefits, performance
management, training, and research.The HR Manager will work closely with
Facility staff, Cardno HR and programmanagement teams, and key external
stakeholders (DFAT, GoI, subcontractors) byproviding guidance, support, and
policy development on a range of HR relatedtopics. The HR Manager will report
directly to the Facility Operations Managerwithin the Facility.
Thisrole also involves the following key activities:
1. Leadand/or support the delivery, coordination and implementation of
human resourcesprograms, services and initiatives;
2. Adviseand guide the Facility on best practices in HR management and
compliance withDFAT and Government of Indonesian regulations;
3. Identify and support strategic, planning,implementation and improvement
efforts throughout the HR lifecycle, including genderequity and social
inclusion across the Facility.
4. Provide advice and support tomanagement in talent management and workforce
planning, with a particular focuson providing support in the areas of staffing
and recruitment, staffdevelopment and performance management;
5. Develop guidance and provide adviceto staff and managers to ensure
effective workplace management practices areimplemented across the Facility,
including remote working arrangements.
6. Develop and implement initiativesaimed at strengthening workforce
engagement and team morale.
7. Lead the development of a Learningand Development framework for the
Facility and oversee its implementation.
8. Develop Facility HR policy andprocedures manual, ensuring compliance with
local regulations, Cardno policiesand global standards;
9. Research, recommend and support inthe implementation of gender and social
inclusion initiatives throughout theFacility;
10. Manage ongoing local salary andbenefits surveys and grading structures,
including recommendations to reviselocal salary structures and/or annual salary
adjustments;
11. In coordination with the hiringmanager, coordinate recruitment efforts,
work with hiring managers to developposition descriptions and provide counsel
and recommendation on job classificationsand compensation levels to ensure
alignment with Facility policies andpractices, as well as internal equity;
12. Provide on-the-job training, guidanceand mentoring to staff on recruitment
processes and procedures, compliance andsystems including merit selection
13. Manage employee relations matters,providing counselling and coaching to
managers and staff on employee relationsissues, ensuring effective resolution,
and escalating issues when necessaryconsistent with internal policies such as
grievance;
14. Maintain an employee and consultantdatabase (International and National)
as well as HR filing system and providerequired data for reports as identified;
15. Serveas a key focal point and liaise with GoI, DFAT, subcontractors,
consultants andstaff on HR matters related to the Facility.
16. Ensure that consultations, meetings,and decision-making processes
include representations of gender
17. Ensure that all key activitiesconsider opportunities to strengthen
Gender Equality and Social Inclusion(GESI) outcomes during implementation, and
where relevant consider thefeasibility of engaging with civil society to
enhance these outcomes.

You will be a motivated and proactiveHR Manager with the rightcombination of
talent, energy and a commitment to technical excellence. Youhave the following
selection criteria:
1. Bachelor’s degree in Human Resources, International Business, orrelated
field. Master’s degree is preferred.
2. Demonstrated experience managing all areas of HR and developing
andimplementing best practice HR policies and procedures; experience working
for agovernment contractor or an international development organization
ispreferred.
3. A thorough understanding ofIndonesian legislation related to personnel
employment; working knowledge ofDFAT and the Government of Indonesia compliance
requirements is preferred.
4. Well-developed conceptual, analytical and problem-solving skills, and
aproven ability to communicate effectively with a diverse range of
stakeholdersto achieve results.
5. Ability to communicate with awide range of stakeholders from diverse
backgrounds including people withdisabilities.
6. Knowledge and understandingof the different needs of different
stakeholders such as women, the elderly,people with disabilities and others
with special mobility needs.
Remuneration
Successful Indonesian nationals willbe engaged under a local contract in
Indonesia Rupiah and subject to Indonesianemployment regulations and tax
obligations.
