The Indonesian government places a high priority on improving the quality and
quantity of TVET. This initiative is mainly driven by the fact that despite the
positive economic growth rates, the development of the labour market falls
short of the Indonesian government’s expectation. Although the unemployment
rate fell from 6.1% to 4.1% in 2012-2016 and that of youth unemployment from
19.5% to 15.4%, the 15-24 age group still represents the majority of the
non-employed labour force at 58%. Furthermore, the open unemployment rate of
graduates of TVET secondary schools (SMKs) in August 2017 is still high (23%,
1,621,402; source: BPS, 15 Dec 2017). The Indonesian government is, therefore,
aiming for an extensive modernisation and expansion of the TVET system.
The project TVET System Reform 2.0 (TSR 2.0) is a follow-on project, a joint
effort between the Coordinating Ministry of Economic Affairs (CMEA) and the
German Development Cooperation through GIZ, aiming at supporting the
implementation of key elements of the Indonesian Government’s reform agenda on
technical and vocational education and training (TVET).
The German and Indonesian Government are committed to implement a cooperation
with the aim to support the Indonesian Government to implement key elements of
the Indonesian Government’s National TVET Strategy. TVET System Reform 2.0 (TSR
2.0) Project implements the activities at 2 level, national and sub national
level, i.e. in the national level, TSR Project support to strengthen the
capacities of the National TVET Committee (KNV) to fulfil its mandate. The
results hypothesis is as follows: Mandated by the Presidential Staff Office,
KNV will submit proposals for harmonizing the divergent regulations in
legislative procedures. In this way, overlapping responsibilities of the
ministries involved are resolved and policy recommendations for a future
oriented design of the VET system are formulated on the basis of a central data
analysis. The intention is for the private sector to play a proactive,
self-confident role in KNV and in sectoral TVET committee.
TVET System Reform 2.0 Project is thereforerecruiting one Indonesian candidate
for the following position:
PrivateSector Organization Advisor
- Responsibilities
The PrivateSector Organization Advisor will be responsible in
- Supporting the Indonesian Chamber of Commerce (KADIN) in coordination with
the local KADIN network, design and implement activities with the ultimate
objective of strengthening the capacity of KADIN, both at national and
subnational level, in accordance with the role and function of KADIN as private
sector representative organisation.
- Communicating closely with partners, i.e., leading companies, the upcoming
sectoral skills council, sector associations, TVET institutions, ministries to
explore potential cooperation opportunities.
- Providing professional advice to partners and cooperating with important
stakeholders
- Conducting technical and administrative tasks relevant to the area of
responsibility
- Ensuring strong linkages of activities, results, and experience with other
fields of activities in the Project and government priorities
- Providing advises for organisational development of KADIN
- Tasks
- Professional Advisory Services
- Together with relevant Advisors in the Project, initiate, coordinate and
implement outreach activities related to strengthening the capacity of
Indonesian Chamber of Commerce and private sector engagement in TVET, these may
include organize conferences, workshops, trainings and other activities.
- Defines terms of reference (TOR), selects, and supervises contracted third
parties who carry out selected project activities (including the performance
evaluation).
- Conceptualises, prepares, implements and follows-up on workshops,
seminars, field visits and other events of the project.
- Monitors the activities and their impact in the area of responsibility.
- Develops and organises quality assurance measures and implements necessary
changes, improvement, and initiatives in coordination with the relevant
advisors in the Project.
- Develops and prepares all necessary documents and communication materials
that will be used in above activities and initiatives according to delegation
and timeline.
- Identifies and establishes contacts with relevant projects/ program,
institutions and persons.
- Support project level networking and communication with counterparts
- Follow up area of responsibility related documentation and reporting with
counterparts
- Engage with Indonesian and international companies, organisations and
public institutions and build reliable relationships with relevant stakeholders
- Support to Project Management
a. Ensuresthat activities in the area of responsibility are integrated into
the overallproject planning and implementation.
b. Prepare and follow up the meetings of IndonesianChamber of Commerce and
provide information for the project management
c. With supervision of senior advisor, draw out theannual action plan and
corresponding budget projections in line with the overallpriorities to secure
achievement of the project’s objective, outputs andindicators
d. Contribute to the sustainability process ofIndonesian Chamber of
Commerce’s role in the TVET in Indonesia: Exploreopportunities for
funding/co-financing of activities in Indonesia andeventually other countries
in the region to secure independence andsustainability.
- Support to Reporting, Communication, Knowledge Management & Monitoring and
Evaluation
- Prepare and formulate input for project updates for both external and
internal stakeholders (progress report, website and social media etc.) and
contribute to reports required by the project and KADIN.
- Prepares input to various project reports/publications including annual
progress reports as required by the Principal and Senior Advisor and GIZ
Headquarters;
- Contribute to the implementation of the communication strategy of both the
project as well as the country office providing and share content via Social
Media and other communication channels.
- Contributes to the knowledge management materials of TSR (guidelines,
manuals and procedures) that support the private sector engagement in TVET.
- Document project activities for knowledge pooling, monitoring & evaluation
and dissemination and assume the responsibility of one indicator on the project
level
- Compiles information about policy, strategies and regulations relevant for
area of responsibility
- Other Duties/ Additional Tasks
- Conducts relevant support to other advisors
- Independently manages other duties relevant for the area of responsibility
at the request of management;
- Carries out other relevant tasks as assigned by the Principal and Senior
Advisor;
- Treats TSR and KADIN documents, information, and operations as
confidential.
- Cooperate and exchange with relevant Focal Point Indonesia regarding all
tasks and responsibilities
- Required qualifications, competences, and experience
- Qualifications
- Advanced university degree (Master’s degree or equivalent) in social
sciences/ development studies/ economics/ business administration or other
field which enables the candidate for the tasks.
- Possess an International Certified In-Company Trainer (Trainer for
work-based learning in the company such as internship, apprenticeship,
dual-TVET, etc.)
- Professional experience
- A minimum of 10 years of relevant professional experience in a business
member organisation, ideally with experience in organizational development and
TVET
- 5 years of experience in skill development/employment and labour market.
- 5 years working experience with international development organisations,
consultancies, bilateral agencies are an asset.
- 5 years of experience as Trainer or assessor for in company trainer
training
- Other knowledge, requirements, and additional competences
- Excellent knowledge of the Indonesian private sector/chambers and
compliance
- Thorough knowledge of governmental institutions within Indonesia,
especially those related to TVET and the private sector
- Aptitude to develop networks and managing relationships with all relevant
stakeholders
- Experience with collective action projects/multi stakeholder partnerships
is an advantage
- Excellent command of MS-Office suite.
- Good working knowledge of modern telecommunication systems.
- Excellent English and Bahasa Indonesia language skills (oral and written)
- Basic knowledge of German language would be an asset.
- Excellent communication and networking skills.
- Soft skills such as teamwork, problem-solving, mediation and communication
skills are essential.
- Ability to work to deadlines.
- Willingness to up-skill as required by the tasks to be performed –
corresponding measures are agreed with management.
