The Deutsche Gesellschaft für InternationaleZusammenarbeit (GIZ) GmbH is an
international cooperation enterprise forsustainable development with worldwide
operations. Its corporate objective isto improve people’s living conditions on
a sustainable basis. GIZ has beenworking in Indonesia since 1975 on behalf of
the German Federal Ministry forEconomic Cooperation and Development (BMZ).
The project “Study and Expert Funds Low CarbonDevelopment Strategy in
Indonesia” has been commissioned by the German FederalMinistry for Economic
Cooperation and Development (BMZ) with an implementationperiod until December
2021. This project would respond to the implementation ofLow Carbon Development
Initiative (LCDI) at national and sub-nationallevel. LCDI was initiated by the
Government of Indonesia and has become newplatform for Indonesia to preserve
natural carrying capacity and maintaineconomic growth accordingly. At the
national level, policy modelling and theintegration of LCDI into the planning
document were done and it is expectedthat this process can be transferred to
local governments.
The project’soverall objective is to support the Government of Indonesia
through the LCDISecretariat by assisting sub-national government to develop
their low carbondevelopment policy. The transformation process would begin in
the firstprovinces that have shown commitments in terms of low carbon
development.
To support this project, GIZ is currently recruitingone (1) Indonesian
candidate for the following position:
Advisoron Low Carbon Development
- Responsibilities
The advisor is responsibleto:
- coordinate the work area on low carbon development plan at national and
sub-national levels
- provide advisory on low carbon development policy
- liaising with Ministry of National Development Planning (Bappenas) and
Secretariat of Low Carbon Development Indonesia (LCDI) for joint activities
within the project
- supporting the work related with monitoring and reporting for low carbon
development initiative
- ensure the synergy and coordination process among related actors in
national and subnational level related to low carbon development initiative
- providing professional advice to partners andcooperating with important
stakeholders
- provide innovation, knowledge management andcommunication of innovation to
partners and important stakeholders and conductcoordination with GIZ
communication/knowledge management officer at CountryOffice Indonesia
- Tasks
1. Professional advisory services
· prepare, organize, and facilitate trainings,seminars and other events
including event organisation, programme development,input preparation and
participant selection and outreach, among others· participates in
identifying needs for external support and advice, works on policy
recommendations anddevelops a strategic approach· advises
partnerinstitution(s) on identifying needs, developing concepts and strategies,
andprovides technical inputrelated with waste management and related issues·
formulates terms of reference, select and supervision of external
support(consultants) assignments to act as trainers/experts for selected
researchstudies, workshop and/or training events· monitors the
development and implementation of plans andactivities in close consultation
with counterparts· deal with the design, preparation and
implementationof workshops, seminars and other events on issues related to the
activities withinthe working areas underhis/her responsibilities·
monitors project progress and the activities ofcomponents, reviews reports and
documents on the progress of joint programmes,identifies bottlenecks and
recommends alternative management options to the manager· supportproject
management including providing inputs to annual operational planning inclose
consultation with project partners and/or implementing agencies
2. Networking and cooperation
· liaisesclosely with secretariat of Low Carbon Development Indonesia in
theimplementation of the activities
· ensures cooperation, regular contact and dialogue withpartners,
relevant organisations, non-governmental agencies and individuals inthe project
and with other projects to improve and maintain good workingrelationships
· communicates local interests and efforts, forwards theseand encourages
sharing ideas and information for the benefit of the project
· communicates regularly with other GIZ projects onspecified topic(s)
related with lowcarbon development policy, climate change, communication, and
digitalization
3. Knowledge management
· compiles information related with low carbon development policy
andensures knowledge transfers· develops ready-to-use strategies and
technical concepts,including guidelines, manuals and procedures· draws
up reports and presentation documents related withworking areas under
his/herresponsibilities· formulates appropriate input for project
reports
4. Coordination tasks
· assists with general project planning and developsproject concepts
including preparation, organisation and moderation of planningexercises and
their implementation, management, monitoring, quality management,evaluation,
communication and documentation· coordinates relevant project activities
at local level inconsultation with the superior and incooperation with the
partners, both as regards implementation and preparingorganisational aspects·
compiles the relevant information for joint activitiesand assignments·
uses GIZ’s Capacity Works to manage the projects
5. Other duties/additional tasks
· performsother duties and tasks at the request of the superior·
shares proactively information about the project withother relevant projects
and seeks synergies across activities
- Required qualifications, competences and experience
Qualifications
- Masters/MSc/similardegree education in International Development Studies,
Public Policy,Engineering, Environmental Science or other comparable studies
Professionalexperience
· minimum of 5 years professional experiencerelated with public policy
and/or climate policy· professional experience in
communication,implementation, and documentation process of policy making in the
national andsubnational are assets· experience in working with
subnational levelinstitutions on climate policy· familiar and proven
experience in providingtechnical assistance to governmental, national and/or
sub-nationalorganizations· excellent interpersonal and negotiation
skillsand ability to liaise and communicate effectively with governments·
networks into both public and private sectors inIndonesia regarding climate
change issues are assets· experience in international cooperation
and/orGerman cooperation· experience in developing and
facilitatingcapacity development programs, tools and training modules, ideally
linked toclimate change topic
Other knowledge,additional competences
· verygood working knowledge of ICT technologies (related
software,phone, fax, email, the internet), computer applications (e.g. MS
Office)· excellentwritten and oral knowledge of Bahasa Indonesia and
English· workingknowledge of German is an asset· willingnessto up
skill as required by the tasks to be performed –corresponding measuresare
agreed with management· strongorganisational competence with good
communication and coordination skills· ability to work in an
intercultural environment
