The DeutscheGesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an
internationalcooperation enterprise for sustainable development with worldwide
operations.Its corporate objective is to improve people’s living conditions on
asustainable basis. GIZ has been working in Indonesia since 1975 on behalf
ofthe German Federal Ministry for Economic Cooperation and Development (BMZ).
The bilateralproject "1,000 Islands - Renewable Energy for Electrification
ProgrammePhase 2" (REEP2) has been commissioned by the German Federal Ministry
forEconomic Cooperation and Development (BMZ) in July 2020 and will be
implementedbetween January 2021 and December 2023. The project builds upon the
projectREEP phase 1, which has phased out on 31st December 2020.
REEP2’s aims to support Indonesia toimprove theinstitutional, regulatory and
technical conditions for achieving the policytarget of 23% of renewable energy
in the energy mix in 2025 at the national andregional level.” This objective is
to be achieved through three areasof intervention, clustered in three outputs:
- Output 1 aims to improve the regulatory framework for promoting
decentralized RE by means of adapted or new regulations.
- Output 2 pursues the goal of introducing decentralized RE technologies in
PLN-internal planning processes as alternatives to conventional power
generation technologies.
- Output 3 aims to promote the expansion of RE by introducing the previously
unused concept of load shifting, especially in small island grids, through
private sector participation
REEP2 isimplemented jointly with the political partner, the Directorate General
for Newand Renewable Energies and Energy Conservation(Direktorat Jenderal
Energi Baru Terbarukan dan Konservasi Energi, DJ EBTKE)under the Ministry of
Energy and Mineral Resources (Kementerian Energi danSumber Daya Mineral,
KESDM). It further works closely with KESDM’s DirectorateGeneral for
Electricity (Direktorat Jenderal Ketenagalistrikan, DJ Gatrik) aswell as the
state-owned utility PLN, in particular on Output 2. Within Output3, the project
will work with the private sector to develop and applyinnovative RE technology
and business models.
To supportimplementation of REEP2 with a focus on Output 1 “Policy Advice”, we
seek one(1) motivated and qualified Indonesian candidate for:
JuniorEnergy Policy Advisor
A. Responsibilities
- Actively support the component lead of Output 1 “Policy Advice” on the
planning and implementation of activities related to strengthening the
regulatory framework for RE grid integration and energy transition
- Support and implement capacity development component on energy policy
- Support in preparing knowledge products on energy policy for internal GIZ
and/or project partners
- Document and present achieved project results
- Support in the monitoring of project output’s indicator on policy
component
B. Tasks
1) Policyand Regulatory Assessment and Recommendation
· Advise and support on the development of policyand regulatory
framework improvement for RE grid integration and energytransition·
Support the policy component lead in his/herrole, especially on policy and
regulatory assessment and recommendation· Support and facilitate
development of improvedrenewable energy policies among key stakeholders DJ
EBTKE, DJ Gatrik, PT PLN(Persero), Bappenas, other relevant ministries, and
private sectors· Conduct monitoring and analysis of energy policyin
Indonesia
2) CapacityDevelopment on Energy Policy
· Under the guidance of the component lead, deviseconcept of capacity
development on energy policy, in close cooperation with theCapacity Development
Lead· Support in the implementation of capacitydevelopment component
including event preparation, facilitation anddocumentation
3) Coordinationand Networking
- Under the lead of the policy component lead, maintain and develop close
contacts, in cooperation with senior staff, to relevant Government of Indonesia
(GoI) and PT PLN (Persero)
- Stay abreast of the developments in global and Indonesian approaches for
renewable energy, in particular RE grid integration and energy transition
- Under the lead of the policy component lead, maintain and develop close
contacts, in cooperation with senior staff, to relevant Government of Indonesia
(GoI) and PT PLN (Persero)
4) Knowledge Management
- Support in preparing and providing inputs for project’s deliverables, such
as reports, brochures, and other knowledge products
- Support in the development of policy concepts and analysis including
policy brief, guidelines etc
- Independently prepare and contribute in devising presentation materials
such as power-point presentations, factsheets, etc
C. Required qualifications, competencesand experience
Qualifications
· Master’s degree in relevant field of work, e.g.,energy economics,
environmental policy, energy public policy, or comparablewith good
understanding of renewable energy and its policy development inIndonesia
Professionalexperience
· At least 1-year professional experience in thefield of renewable
energy, development cooperation work, energy-related privatesector, ideally
with a focus on energy policy making· Prior working experience in
energy-relatedprivate sector is advantageous· Interest and sufficient
knowledge in majorissues of sustainable energy / renewable energy / grid
integration / EnergyTransition in Indonesia and internationally
Other knowledge,additional competences
· Focused, proactive, and positive workingattitude· Demonstrated
ability to work effectively in afast-paced office environment, both
independently and as part of a global team· Excellent interpersonal
communication skills,including the ability to encourage collaboration with
