Introduction:
Headquartered in Seoul, The Global Green Growth Institute (GGGI) is an
intergovernmental organization founded to support and promote a model of
economic growth known as "green growth", which targets key aspects of economic
performance such a poverty reduction, job creation, social inclusion, and
environmental sustainability. GGGI works with countries around the world,
building their capacity and working collaboratively on green growth policies
that can impact the lives of millions. The organization partners with
countries, multilateral institutions, government bodies, and private sector to
help build economies that grow strongly and are more efficient and sustainable
in the use of natural resources, less carbon intensive, and more resilient to
climate change.
GGGI has a diverse portfolio of programs in developing countries around the
world. These in-country programs, together with global products and services,
focus on delivering results through an integrated approach of evidence-based
green growth planning and implementation aligned to countries' development
priorities. The organization also focuses on knowledge development and
management activities which build a strong theoretical and empirical basis for
green growth, while providing concrete options and guidance for policymakers;
as well as building the conditions for public and private green infrastructure
investments.
GGGI is supporting the Government of Indonesia in three focal areas: energy,
infrastructure projects within special economic zones, and forest and
land-based mitigation projects. The Program, known as the 'GoI-GGGI Green
Growth Program' (GGP), aims to demonstrate that green investments is possible
and can become the norm both for investors and for planners, ultimately
improving the quality of growth and development. Through the Program, GGGI
collaborates with BAPPENAS, the Coordinating Ministry of Economic Affairs,
Ministry of Finance, Ministry of Energy and Mineral Resources, Ministry of
Environment and Forestry, and PT Sarana Multi Infrastruktur ("PT SMI").
The Green Climate Fund (GCF) is a financing mechanism of the United Nations
Framework Convention on Climate Change (UNFCCC) and is specifically established
to provide (financial) support so that countries like Indonesia can reach its
emission reduction targets. The GCF can provide (financial) support to
Indonesia by channeling funds to green projects and programmes. Such projects
can be designed and submitted to the GCF through both domestic and
international accredited entities as well as private sector - if such projects
are in line with the country strategy and legislation. The main communication
channel between the GCF and countries is the nationally appointed National
Designated Authority (NDA), which is hosted by the Fiscal Policy Agency of the
Ministry of Finance in Indonesia.
In efforts to expand the country's climate change project pipeline, the FPA as
NDA has announced a Call for Project Concept Notes (PCN) from August to October
2019. The Call for PCN becomes a way to invite all stakeholders to submit PCNs
on potential programs/projects of the agency/organization/institution. Through
this process, the NDA expects to encourage submission of high-quality PCNs from
Indonesia to the GCF and in turns expand the GCF project pipeline in Indonesia.
The full cycle of the Call for PCNs has been concluded with (D)AEs' submitted
interests to potential projects.
From this process, there is a concept note who has received positive response
from one of the DAEs. However, the concept note still requires strengthening in
order to achieve high-quality, GCF-standard concept note.
Objectives/Purpose of the Assignment:
As part of Readiness and Preparatory Support Programme ("Readiness Project"),
GCF provides support to enhance capacity of Direct Access Entities (DAEs) in
accessing the GCF in accordance to national priorities. This support is
available to ensure the successful implementation country-driven approach as a
core principle of GCF business model.
GGGI as the delivery partner for NDA GCF Indonesia's Readiness Project is
looking for a Consultant to support the writing of GCF Concept Note for a
microgrids project in small, industrial islands. The project proponent is a
consortium of organizations with PT. SMI agreeing to collaborate as the DAE.
Project options should be aligned with the Government of Indonesia's strategies
related to renewable energy, small and medium industry, as well as climate
change mitigation and adaptation priorities.
Scope of Work:
The Global Green Growth Institute (GGGI) requires the services of a qualified
expert to be Microgrids GCF Concept Note Writer Consultant (hereafter referred
to as "the Consultant"). The assignment for the Consultant is covering three
phases:
1. Gap analysis of the existing concept note (CN);
2. Develop improved CN in accordance with GCF latest CN form;
3. Gap analysis of assessment/studies requirement to develop GCF funding
proposal.
The microgrids project concept note is expected to be based on microgrids
project received by the NDA, which needs to be improved with further analysis
by the Consultant. Existing feasibility studies and other data will be provided
by the DAE of the project developer. The Consultant is also expected to provide
gap analysis report covering further studies, such as gender assessment
studies, and activities that might be required by the AE and the project
developer.
In performing his/her tasks, the Consultant will work closely with the NDA, the
readiness project team, project proponent, and PT SMI as the DAE. The
Consultant may be required to work at the NDA Secretariat.
Roles and Responsibilities:
The Consultant will be responsible for the following tasks and duties:
1. Conduct research and analysis on:
* Analyse the existing microgrid CN based on similar projects that have
been approved by the GCF
* Other microgrids, small island projects submitted to GCF
2. Prepare high-quality reports on:
* Proposed options and recommendations on microgrids concept note including
analysis on strengths and weaknesses for proposed options.
* Gap analysis on further studies requirement and work activities to
develop full proposal, including the recommendation for AE(s) to be matchmade
with the project concept note
3. Develop a high-quality concept note for the microgrids project. The CN
should minimum have below qualities:
* Sound arguments and rationale that demonstrate project alignment with 6
GCF Investment Criteria
* Appropriate implementation arrangement
* List of initial risk analysis and mitigation of the project concept
4. Provide recommendations/roadmap on follow-up study to support
implementation of the microgrids project
5. Prepare quality presentations in relation to the project concept note
6. Develop and maintain active coordination, on a day-to-day basis, with
the NDA and GGGI
Note:
The consultant/expert is to provide his/her own equipment to produce all
deliverables.
Output/Reporting Requirements/Deliverables:
The consultant will report to the Green Investment Specialist.

Qualifications/Experience/Expertise:
He or she must have the following qualifications:
* Masters degree or higher, in business or commerce, finance, economics,
international development or relevant fields;
* At least 10 years of experience in working and/or doing research in
topics such as climate change policy, climate financing, and waste management
policy in development countries.
* An extensive knowledge on renewable energy landscape, especially for
microgrids, in Indonesia and/or other relevant countries;
* Understanding of the Green Climate Fund (GCF) and GCF investment criteria;
* Proven experience in developing concept notes/proposals for climate
projects financing to donors, preferably to GCF (please include the list of
concept notes/proposals in your CV);
* Demonstrated experience in the design and development of climate change
mitigation and adaptation projects, specifically oriented towards obtaining
(international) donor funding;
* An excellent track record in analyzing projects/programs within national
and international context;
* Strong reporting and writing abilities;
* Excellent facilitation skills;
* Demonstrated strong interpersonal and motivational skills and sensitivity
to the local environment as well as the ability to work with minimal
supervision;
