Introduction:
Headquartered in Seoul, the Global Green Growth Institute (GGGI) is an
intergovernmental organization founded to support and promote a model of
economic growth known as "green growth", which targets key aspects of economic
performance such a poverty reduction, job creation, social inclusion, and
environmental sustainability. GGGI works with countries around the world,
building their capacity and working collaboratively on green growth policies
that can impact the lives of millions. The organization partners with
countries, multilateral institutions, government bodies, and private sector to
help build economies that grow strongly and are more efficient and sustainable
in the use of natural resources, less carbon intensive, and more resilient to
climate change.
GGGI has a diverse portfolio of programs in developing countries around the
world. These in-country programs, together with global products and services,
focus on delivering results through an integrated approach of evidence-based
green growth planning and implementation aligned to countries' development
priorities. The organization also focuses on knowledge development and
management activities which build a strong theoretical and empirical basis for
green growth, while providing concrete options and guidance for policymakers;
as well as building the conditions for public and private green infrastructure
investments.
GGGI is supporting the Government of Indonesia in three focal areas: renewable
energy, infrastructure projects within special economic zones, and forest and
land-based mitigation projects. The Program, known as the 'GoI-GGGI Green
Growth Program' (GGP), aims to demonstrate that green investments is possible
and can become the norm both for investors and for planners, ultimately
improving the quality of growth and development. Through the Program, GGGI
collaborates with BAPPENAS, the Coordinating Ministry of Economic Affairs,
Ministry of Finance, Ministry of Energy and Mineral Resources, Ministry of
Environment and Forestry, and PT Sarana Multi Infrastruktur ("PT SMI").
The Green Climate Fund (GCF) is a financing mechanism of the United Nations
Framework Convention on Climate Change (UNFCCC) and is specifically established
to provide (financial) support so that countries like Indonesia can reach its
emission reduction targets. The GCF can provide (financial) support to
Indonesia by channeling funds to green projects and programs. Such projects can
be designed and submitted to the GCF through both domestic and international
accredited entities as well as private sector - if such projects are in line
with the country strategy and legislation. The main communication channel
between the GCF and countries is the nationally appointed National Designated
Authority (NDA), hosted by the Fiscal Policy Agency (FPA) of the Ministry of
Finance in Indonesia.
In efforts to expand the country's climate change project pipeline, the FPA led
a Call for Project Concept Notes (PCNs) in June 2019. The Call for PCNs invited
project proponents to submit PCNs on potential climate change mitigation and
adaptation programs/projects. Through this approach, the NDA expected to
encourage submissions of high-quality PCNs from Indonesia. The Call for PCNs
attracted concept notes for several adaptation projects.
Objectives/Purpose of the Assignment:
As part of the Readiness and Preparatory Support Program ("Readiness Project"),
GCF provides support to enhance GCF climate finance for climate change projects
in Indonesia in accordance with national priorities. This support is available
to ensure the successful implementation of a country-driven approach as a core
principle of the GCF.
In response to the 2019 call for project concept notes, several concept notes
for climate change adaptation projects were submitted to the NDA. However, some
of these concept notes do not meet the GCF minimum requirements for project
size, i.e. the minimum requested funding. The NDA thus supports the development
of a financing facility of USD 10 million for adaptation projects to be
available for national CSOs and the private sector that seek funding for
micro-scale projects. The financing facility will be linked to the Enhance
Direct Access (EDA) funding window of the GCF[1]. The facility is dedicated to
Direct Access Entity (DAE) and a nominated DAE, such as Kemitraan, can submit
an EDA concept note. The EDA has the objective of strengthening country
ownership while enhancing the national capacity in both funding decisions and
project oversight.
Scope of Work:
GGGI, as the delivery partner for this Readiness Project, requires the services
of a qualified expert to support writing the concept note (hereafter referred
to as "the Consultant") that will aim to establish the adaptation facility with
GCF support .
In performing his/her tasks, the Consultant will work closely with the NDA, the
Readiness Project team, and Kemitraan as the potential DAE. We foresee the
Consultant to perform the work virtually due to travel restrictions related to
the COVID-19 pandemic.
Roles and Responsibilities:
The Consultant will be responsible for the following tasks and duties:
1. In close coordination with the NDA, Readiness Project team, and
Kemitraan, conduct desk research and analysis on:
- National climate change targets related to adaptation efforts under
the National Action Plan for Climate Change Adaptation (RAN-API), National
Adaptation Plan (NAP), and National Medium-Term Development Plan (RPJMN) and
the draft of NDC Roadmap for the Adaptation aspect;
- The adaptation project concept notes from the 2019 Call for PCNs;
- Kemitraan's internal guidelines and governances on project management
and grant mechanism;
- GCF guidelines on the Enhance Direct Access facility;
- The report study on Enabling Environments for Private Sector
Engagement in Climate Change Adaptation Projects
- Other similar concept notes and/or funding proposals on adaptation
projects from the GCF and Adaptation Fund;
2. Propose suitable GCF impact areas[2] for the adaptation facility based
on desk research and consultations at least with the NDA, National Planning
Agency (Bappenas), Ministry of Environment and Forestry, and Kemitraan;
3. Design the structure for the adaptation funding facility, including the
following aspects:
- Facility mechanism;
- Beneficiaries of the facility;
- Project selection criteria;
- Projects size to be aimed by the facility;
- Decision-making body;
4. Develop and facilitate the discussion to develop a strong theory of
change;
5. Write a CN which should, at minimum, have the following qualities:
* Sound arguments and rationale that demonstrate project alignment with the
6 GCF Investment Criteria: impact potential; paradigm shift potential;
sustainable development; country needs; country ownership and
cost-effectiveness;
* Alignment with existing policies and framework related to climate change
adaptation strategies in Indonesia, such as National Action Plan for Climate
Change Adaptation (RAN-API), National Adaptation Plan (NAP), and National
Medium-Term Development Plan (RPJMN);
* The theory of change identifies the impact pathways in achieving overall
impact and paradigm shift;
* High quality of project log frame with well-defined indicators, targets,
inputs and outputs;
* Appropriate implementation arrangement; and
* Initial analysis of project risks and risk mitigation measures;
6. Develop budget appropriate for the facility, including PMU's budget,
technical assistance (project preparation), and Grant Facility for project
implementation;
7. Provide recommendations for follow-up studies to support the
implementation of the Adaptation Facility project;
8. Prepare high-quality presentations about the proposed adaptation
facility;
9. Develop and maintain active coordination, on a day-to-day basis, with
GGGI, Kemitraan, and the NDA.

The Consultant is to provide his/her own equipment to produce all deliverables.

Qualifications/Experience/Expertise:
He or she should have the following qualifications:
* Masters degree or higher, in finance, economics, international
development, development studies, or relevant fields;
* At least 10 years of experience working and/or doing research in topics
such as climate change projects financing, and climate change adaptation
projects in developing countries.
* Extensive knowledge of the implementation of climate change adaptation
projects in Indonesia or other relevant countries;
* Understanding of the Green Climate Fund (GCF) and GCF investment criteria;
* Proven experience in developing concept notes/proposals for climate
projects financing to donors, preferably to GCF (please include the list of
concept notes/proposals in your CV);
* Demonstrated experience in the design and development of climate change
mitigation and adaptation projects, specifically oriented towards obtaining
(international) donor funding;
* An excellent track record in analyzing projects/programs within national
and international contexts;
* Solid English reporting and writing abilities;
* Demonstrated strong interpersonal and motivational skills and sensitivity
to the local environment as well as the ability to work with minimal
supervision;
