Governments and Municipal Authorities (LGMA) at COP/ UNFCCC conferences. Local

to urbanization, aiming for urban development to have the least possible impact

impacts over 25% of the global urban population.
The ICLEI Southeast Asia Secretariat (ICLEI SEAS) serves members in Indonesia,
Thailand, Malaysia, and the Philippines. The secretariat has gained recognition
from its experience in empowering local governments in the region by designing,
promoting, and drawing external support to implement programs on urban
resilience, low emission development, integrated resource management, and other
sustainability themes. ICLEI SEAS continuously inspires and invites local
governments from provinces, cities, municipalities, and urban regions to forge
partnerships for sustainability concerns specifically in terms of addressing
climate change vis-Ã -vis urbanization; and encourage them to make this an
important consideration in local development planning.
ICLEI operations in Indonesia took off in 2000 with the Cities for Climate
Protection campaign which was successfully run paved the way for expanding its
advocacies on climate change mitigation in the country. ICLEI Indonesia Project
Office started to run in 2013. Over the years, it has tackled other
sustainability themes and has strengthened its membership base across the
nation which led to the establishment of âYayasan ICLEI â Local Governments
for Sustainability Indonesiaâ in December 2017.
General Function
The Country Manager will be stationed mostly in Yayasan ICLEI Indonesia office
located in DKI Jakarta, with some hours rendered in the related project cities.
Reporting will be five days a week from Monday to Friday or as need arises
during major project activities. She/he shall primarily be involved in
planning, developing and coordinating the implementation of projects in
Indonesia in close cooperation with the Regional Director and relevant Project
Officers. This position will perform project development, administrative
management and supervision, primary responsibility for Yayasan ICLEI Indonesia
for effective project implementation in coordination with the Regional Program
Manager and Regional Director of ICLEI SEAS to ensure the timely accomplishment
of project deliverables.
Key Duties and Responsibilities:
1. Overall responsibility for the management and operations of ICLEI
Yayasan Indonesia
a. Primary responsibility in ensuring compliance with national regulations
of line agencies of the Government of Indonesia to maintain the good standing
of Yayasan ICLEI Indonesia.
b. Oversee management and operations including HR, communications, and
finance management including contracting.
c. Develop Yayasan ICLEI Indonesiaâs Country Strategy and work plan in
consultation with the Project Officers for approval of the Regional Director
and Board of Trustees.
d. Ensure compliance with the provisions of the affiliate agreement.
e. Cooperate and work with the Southeast Asia Secretariat on all matters
relevant to the organization.
2. Responsible in coordination, implementation and monitoring of projects
a. Overall responsibility in building the organizationâs brand.
b. Coordinate project implementation and monitor progress of project
deliverables and ensure submission of consolidated report to the Regional
Director.
c. Ensure time submission of reports as mandated by the conditions of the
Southeast Asia Secretariat, World Secretariat, and funders
3. Lead for Coordination, networking, and developing partnership in
Indonesia
a. Coordinate, network, and develop partnerships with National Ministries,
partner organizations, donor agencies, and similar organizations to advance the
interest of Yayasan ICLEI Indonesia in Indonesia.
b. Identify opportunities for networking and partnerships in Indonesia.
4. Lead Project Development in Indonesia
a. Identify appropriate partners in Indonesia for potential collaboration
in order to leverage resources.
b. Identify and find appropriate funding opportunities within Indonesia
and for the Southeast Asia Region.
c. Lead project proposal development for Yayasan ICLEI Indonesia.
Employment Agreement
â Contract position will be offered for one (1) year under Yayasan ICLEI
â Local Governments for Sustainability Indonesia with possibility of contract
extension depending on the working progress and performance.
â Contract will be renewed annually with the first 6 month as a
probationary period.
General Role Brief:
â Operations and management including HR and Finance.
â Project development and acquisition.
â Lead project implementation.
â Provide support to the ICLEI SEAS Regional Secretariat in developing
and implementing the Regional Strategic and Operational plan.
Key Selection Criteria / Experience and Education
A. Qualifications
â Master Degree in Environmental Governance/Management/Policies, Climate
Change Management, Public Policy, International Relations, Urban/Regional
Planning, or other related field.
â 5 yearsâ solid experience in a management position particularly in a
CSO/NGO.
â 5 yearsâ solid background on environment and climate change will be
an advantage.
â Fluent in English, oral and written.
â Legally able to work in Indonesia.
B. Working / Functional Competencies
â Proficiency in Microsoft Office, particularly Word, Power Point, and
Excel.
â Ability to handle multiple tasks without compromising both the quality
of output/s and project deadlines.
â Creative, motivated, with keen attention to detail, and highly
organized.
â Sound understanding of appropriate business practices and procedures to
ensure proper financial controls are in place.
â Ability to supervise a group or individual to accomplish specific goals.

an advantage
