*HUMAN HEALTH SURVEILLANCE LEAD OFFICER*

*Background:*
The Fleming Fund Country Grant to Indonesia supports the government in
implementing the National Action Plan for Antimicrobial Resistance (AMR). The
grant is funded by the UK Department of Health and Social Care, under its
Fleming Fund Country Grants Programme. The programme will strengthen
Indonesian capacity to monitor and contain AMR, to monitor antimicrobial
consumption and use (AMC/U) to improve antimicrobial stewardship, policy,
and practice. The grant is implemented by a consortium led by DAI with
partners the Eijkman Institute, Health Security Partners, Liverpool School
of Tropical Medicine and AusVet. The implementation of the Fund adopts a
One Health approach supporting activities across the human, terrestrial
animal and aquatic animal health sectors. The project will strengthen
Indonesian AMR and AMC/U surveillance systems by working closely with the
Ministries of Health, Agriculture and Maritime Affairs and Fisheries, and
provincial counterparts, to support capacity development for laboratories
and laboratory testing, surveillance systems, and information management.
The project will also seek to engage private sector interests in AMR and
AMC/U surveillance including clinicians, pharmacists and other human
healthcare providers, and animal production industry stakeholders.
*Description of Duties: *
The Human Health Surveillance Lead Officer will provide technical
leadership and direct technical assistance on issues related to AMR
including strengthening diagnostic networks and surveillance systems in the
human health sector. The role will also be required to coordinate with the
Animal Health Surveillance Lead Officer. This involves collaborating and
coordinating with consortium partners, contributing to sector specific and
multi-sectoral technical working groups, and other coordinating mechanisms.
The Officer will also support the design, implementation and monitoring of
technical strategies, interventions and programs, and have responsibility
to develop operational tools to support implementation.
Specific responsibilities include:
§ Work closely with the technical partners implementing the grant to
ensure technically-sound and feasible approaches to AMR detection,
surveillance and information management and AMC/U monitoring and
information management in the human health sector;
§ Ensure grant partner capabilities in AMR detection and surveillance are
leveraged to best respond to country needs;
§ Coordinate with and support the MOH and other government entities in the
provision of technical assistance for the establishment of the AMR
surveillance system in human health;
§ Support AMC/U monitoring and reporting in human health;
§ Apply a one health approach to coordinate human health activities with
animal health activities, led by the Animal Health Surveillance Lead
Officer and in coordination with consortium partners;
§ Serve as the project’s key technical backstop for specific project
activities as assigned, including technical and administrative
responsibilities related to work planning, costing and activity
implementation;
§ Support the collection, analysis and interpretation of data from
surveillance activities in the human health sector;
§ Contribute to the delivery of reports on surveillance activities and
supporting reporting by partners;
§ Represent the project to stakeholders and contribute to policy, clinical
and scientific forums and technical networks as required;
§ Ensure that activities and technical approaches align with project’s
approaches, deliverables and relevant best practices.
§ Other tasks as required.
*Required Qualifications and Skills*
§ Master’s degree or equivalent in epidemiology, clinical diagnostics,
infectious diseases, Public Health or related discipline or equivalent
experience;
§ 10+ years of experience in implementing public health programs related
to, or involving, surveillance and disease detection;
§ Knowledge and experience with relevant technologies, tools and
approaches relevant to AMR monitoring and experience working with
laboratory diagnostics, clinicians and other healthcare stakeholders;
§ Experience in developing and delivering training modules/programmes;
§ Ability to work with multiple partners on collaborative projects;
§ Ability to create and maintain effective working relations with
government (central and local), laboratories, healthcare providers,
international organizations and development partners;
§ Ability to work in a complex project environment, set realistic
priorities, and plan project implementation activities based on agreed upon
priorities;
§ Fluency in Bahasa Indonesia, strong English writing and oral
presentation skills required
§ Proficiency in MS Office (Word, Excel, PowerPoint)

*Desirable: *
§ Working experience in AMR monitoring and One Health principles and
approaches
§ Experience designing and/or implementing surveillance systems
§ Experience with key human health laboratories (BBLK Surabaya and BBLK
Jakarta)
§ Experience working with MOH leadership
§ Direct experience working with the Global Health Security Agenda or
International Health Regulations
§ Experience conducting statistical analyses
