of: National Coordinator The increasein the coverage of ART patients, based in
Jakarta, Indonesia.
PROJECT DESCRIPTION:
MeetingTargets and Maintaining Epidemic Control (EpiC), a five-year global
projectfunded by PEPFAR and USAID, is dedicated to achieving and maintaining
HIVepidemic control. The EpiC project providesstrategic technical assistance
(TA) and direct service delivery (DSD) to breakthrough barriers to 95-95-95
andpromote self-reliant management of national HIV programs by improving
HIVcase-finding, prevention, care and treatment programming, and viral
loadsuppression. EpiC is led by FHI 360 with core partners Right to
Care,Palladium, Population Services International (PSI), and Gobee Group.
Theproject also draws upon regional resource partners to provide TA, as well
asglobal resource partners who bring unique capacities.Until September 2021,
the EpiC Project will run simultaneously with the end ofthe LINKAGES Project in
Indonesia which is also managed by FHI 360.
The LINKAGES/EpiCteam’s approach to TA is guided by four mutually reinforcing
principles: (1) afocus on speed, scale, standards, and sustainability; (2)
customization accordingto local priorities, financing, epidemiology, and the
differentiated needs oftarget populations; (3) adaptive management based on
results; and (4) transition of TA and DSD to localand regional partners to
enable them to receive direct awards. In addition, LINKAGES/EpiCapplies
human-centered design thinking to resolve persistent challenges alongthe HIV
service cascade.
The LINKAGES/EpiC approaches includes:
· Attain and maintain HIV epidemiccontrol among at-risk adult men, women,
and priority populations
· Attain and maintain HIV epidemiccontrol among key populations
· Improve program management,health information systems, HRH and HIV
financing solutions to attain andmaintain epidemic control
· Support the transition of directfunding and implementation to capable
local partners to meet PEPFAR’s goal ofproviding 70 percent of its funding to
local partners by 2020
JOB SUMMARY/DESCRIPTION:
In order to accelerate the achievement of the aboveobjectives, LINKAGES/EpiC
Indonesia collaborates with the Indonesian HIV VCTCounselors Association
(PKVHI) to support funding and strengthen the capacityof 3 National
Coordinators to increase ART patient coverage. The staff positionwill work
under the leadership of PKVHI and the HIV/AIDS and STISub-Directorate of the
Ministry of Health.
The National Coordinator for Increasing the coverage of ART patients
inIndonesia is responsible for the coordinated implementation of activities
toincrease the coverage of ART patients in his/her guidance area in
accordancewith the achievement target of the number of patients enrolled in the
ARTprogram.
National Coordinator The increase in the coverage of ART patients inIndonesia
will be divided into 3 based on regional responsibilities inIndonesia:
Regional I (West Java, DKI Jakarta, Banten, Aceh, West Sumatra, Riau,NTB, NTT,
West Kalimantan, South Sulawesi, Southeast Sulawesi, Gorontalo).
The position will be based in Jakarta, Indonesia. Indonesian nationalsare
encouraged to apply.
Suitably qualified candidates openly living with HIV and/or who
arerepresentative of the key populations affected by HIV are also
activelyencouraged to apply.
DUTIES AND RESPONSIBILITIES
The National Coordinator for Increasing the coverage of ART patients
inIndonesia has the following duties:
1. Carry out coordination which includes:
a. Monitoringand coordination of activities within services (between
counselors, labs and CST)and involving the health office and peer support
groups. This is done bychecking the completeness of the achievement recording
report.
b. Coordinateperiodic evaluation meetings every quarter
2. Validate data:
a. Ensureall required forms are available
b. Ensurethat the counselor's report on the achievements made every day is
recordedevery month
c. Performdata input of achievements every week.
3. Analyze achievement data and identify problems that occur in the
fieldand ensure the solution
4. Ensure targets and coverage are achieved
a. Setachievement targets by explaining to the respective service targets
per month.The amount of the target varies between services and per month for
example thenumber of targets that are not achieved this month will be an
additional burdenthe following month.
5. Make a written report every quarter to the National of PKVHI with a
copyto Regions and branches as well as the Provincial Health Office (PHO)
andLINKAGES/EpiC
6. Conduct socialization and advocacy meetings
a. In theearly stages of the program of activities, coordinating the
technical educationsocialization meeting in the areas that are their
responsibility by involvingthe Health Office, regional PKVHI and services
b. Conductadvocacy and networking with policy makers, inter-services,
PHOs/DHOs, NGOs(especially KDS), PKVHI branches, regions and the National level
7. Perform other dutiesas assigned.
QUALIFICATIONS
Education/Experience:
· Bachelor’s degree inpublic health, social science or related field.
· Preferably 1 year’srelevant experience in administration field.
· Working knowledge ofoffice software, including Word, Excel and
PowerPoint.
· Must be wellorganized, self-starter with attention to detail.
· Must have excellentcommunication skills and good command in both
written and spoken BahasaIndonesian. Good English skills desired.
· Sensitivityto cultural differences and understanding of the political
and ethical issuessurrounding public health issues among key populations in
Indonesia.
· Abilityto manage and complete numerous tasks with a high degree of
organization andlimited resources.
· Experienceof proactively identifying risk, addressing issues and
appropriatelycommunicating these to the project staff and country office as
needed.
· Ableto work independently and on a team.
· Abilityto meet deadlines with strong attention to consistency, detail,
and quality.
· Abilityto travel within country if needed.
· Preferably have priorwork experience on USAID programs with
USAID/PEPFAR funded programs.
