CALL FOR EXPRESSION OF INTEREST (EOI)
DevtechSystems. Inc,an international development consulting firm based in
Washington, D.C., hasbeen implementing the USAID-funded EconomicGrowth Support
Activity (EGSA) in Indonesia since November 2019. EGSA aims toassist
USAID/Indonesia reengage in the economic growth space; assist Governmentof
Indonesia (GOI) to strengthen its capacity in public financial managementpolicy
and practices, especially to effectively collect taxes and improvebudget
execution; and the improve the business enabling environment in Indonesia.EGSA
will be implemented over two years through October 2021 with thepossibility of
one option year.
The purpose of this EOI is toestablish a pool of technical experts and
qualified individual consultants who can deliverprofessional services on a
short-term technical assistance (STTA) basis duringEGSA implementation.
Required Expertise
EGSA is looking forindividual national expert consultants with high-level
expertise andprofessional experience in one or more of the following areas;
· Trade economist
· Economic modelingand forecasting
· Cost-BenefitAnalysis
· Fiscal riskanalysis
· Fiscaldecentralization and local government finance
· Budgetplanning, formulation, and reforms
· Gender-basedbudgeting
· Financialmanagement for cooperatives, MSMEs, and BUMDES
· Businessregulatory reforms
· Tradesystem reform and modernization,
· andother related areas.
QualificationRequirements
· Advanceddegree in economics, public finance, or other relevant
disciplines
· At least seven(7) years of professional experience in a relevant function
· Experienceworking on USAID- or other donor-funded projects in Indonesia
or other developingcountries with similar context
· Good interpersonal skills, networking, flexibility, and innovativeness
· Excellentcommand of English, both oral and written
· Priorexperience working as a consultant is preferred.

Evaluation Criteria
Applications will be reviewed by EGSA Evaluation Committeeagainst the minimum
qualification requirements defined above. Applicants willbe called upon only if
meeting requirements and when suitable assignments aredetermined by EGSA
leadership.
