Consultancy : Consultant for Media Monitoring Assessment and Journalist
Workshop
Reporting to : Communications Officer of the AHA Centre
Duration : 30 Working days
*BACKGROUND*
Journalists and news organisations play crucial roles in fostering disaster
resilience through their reporting. They can share information of
potential hazards, they can educate the public on the proper preparedness
measures that they need to take before an impending disaster, or they can
also provide the public with accurate information of ongoing emergency
response operations. In order to achieve all this, the media must have the
capacity to provide an informed and accurate reporting. A well informed
and accurate news coverage can be very beneficial, especially during
emergency post-disaster response, as they can generate trust and confidence
of the public as well as support to the emergency responders. There are
cases where inaccurate and misleading news coverage create confusion and
uncertainty among the public, and directly impacts the works of emergency
responders on the ground.
Understanding the critical role that journalists can play in disaster
management, the AHA Centre, with the support of the European Union, is
looking for a consultant (individual or company) to help the AHA Centre in
designing and delivering a media training for disaster reporting. The
consultant shall also carry out a media monitoring assessment in order to
identify the gaps in the way regional media organisations report disasters
within ASEAN. The gap analysis will inform the design of the trainings that
will be delivered.
*OBJECTIVES OF THE CONSULTANCY *
The expected objectives are to conduct a media monitoring assessment, to
design a training curriculum that meets the needs of the journalists/media
in ASEAN region in regards to disasters news covering, and to organise a
virtual training participated by selected journalists representing the
ASEAN Member States. The training should be conducted in English.
*EXPECTED DELIVERABLES*
The expected deliverables from the consultant/s are:
1. Conduct media monitoring assessment. Report/analysis from the
assessment will be utilised as a reference for the consultant to design the
trainings that will be delivered. The media monitoring assessment will
cover:
a. Monitoring/assessment of the AHA Centre’s news coverages in mass
media within the ASEAN region and outside the region;
b. The coverage period will be 2015 to August 2020;
c. Identify challenges and provide analytical report regarding the
results.
1. Design a training curriculum – this may include topics, class
schedules, and duration of the training;
2. Design modules/materials for participants;
3. Provide speakers – two slots should be allocated for experts from the
AHA Centre and the European Union;
4. Provide a virtual/an online platform for the training;
5. Advise AHA Centre on potential participants, with the criteria as
follows:
a. Journalists from reputable media/news organisations from the ASEAN
Member States;
b. The journalists have at least two years of experience;
c. Have a good command of English;
d. Willing and committed to participate in the training;
1. Design an e-flyer for promotion – this promotion should meet the AHA
Centre’s guideline;
2. Provide narrative and financial reports of the media monitoring
assessment and the training.
*TIMING AND DURATION OF THE ASSIGNMENT*
The duration of the work is 30 calendar days from 1 – 30 November 2020. The
training is expected to be conducted at the end of November 2020.
*COMPETENCIES REQUIRED*
Key professional competencies needed for the assignment are:
1. Be a reputable individual or firm and have experiences in conducting
national or regional trainings/workshops and media monitoring;
2. Have a broad knowledge of journalism and disasters issues;
3. Good command of English;
4. Have broad networks among news organisations/journalists in the ASEAN
region;
5. Experience in organising interactive and creative virtual/online
training.
