CHAI started supporting Indonesia’s Ministry of Health in 2008 to scale up
adult anti-retroviral therapy through improving supply chain management, as
well as providing technical assistance for improving the quality of ART and
laboratory systems to support HIV care and treatment. In recent years, CHAI has
expanded its support to the Ministry of Health to other areas including
hepatitis and helping to facilitate BMS (Bristol-Myers Squibb) to donate
pan-genotypic DAA (Direct-acting Antiviral), daclatasvir, more effective
treatment for HCV patient, improving access to family planning, point of care
diagnostics, m-health, maternal and child health including access to
immunization, and technical support for the Ministry of Health’s drive to
sustainably fund healthcare.
Several provinces, districts, and Primary Health Centers (PHCs) in Indonesia
had implemented one-gate policy for their drug and vaccine management to
integrate drug and vaccines storage and the process of management and
monitoring between technical units and pharmacy. The implementation of this
policy is carried out in stages and is expected to be implemented in its
entirety by 2024.
Objectives
One-gate policy has not been implemented by all PHO and DHO, and in those that
had the implementation efficacy varies widely between places. CHAI would like
to assess the implementation efficacy in units that had implemented one-gate
policy, especially within immunization program context. Through this
assessment, CHAI would document lesson learned from these units and develop a
recommendation for an effective one-gate policy implementation that can be
scaled-up to other units.
Scope of Activities
The consultant is expected to analyze the foundation of one-gate policy from
national to sub-national level, its implementation and challenges in sample
areas, and to develop recommendation on transition steps to ensure effective
implementation in decentralized setting. The activities would include:
1. Collecting and analyzing the information, guidelines, policy, reference,
literature for one gate policy from national to sub-national level.
2. Analyze one-gate policy implementation within NTB and Babel provinces in
selected districts
3. Develop recommendation of one-gate policy transition steps to ensure
effective implementation
Deliverables
§ Mapping result of policy or regulation on One Gate Policy in Pharmaceuticals
and Medical Devices (Kebijakan Satu Pintu dalam Pengelolaan Obat, Vaksin dan
Alat Kesehatan), highlighting the role and responsibilities of relevant
stakeholders in public sectors, and identified the policy gaps and areas of
improvement for its implementation especially on vaccines management at both
national and sub-national level
§ Report and summary of current practices and lesson learned of One Gate
Policy’s implementation at selected PHO, District and health facility level;
comparation with the ones that have not implement and similarity of the ones
that have implemented
§ Final report on recommendation of One Gate Policy strategy and
implementation, such as, but not limited to, transition time between pharmacy
and immunization program, and define the training needs for the human resources
capacity of pharmacy and immunization
Timeline
The duration of work, including report writing is expected to be 3-month work
period
Consultant qualifications
· Have a relevant experience and education background in supply chain
management or similar, preferably in vaccine supply chain management
· Good writing skills and have experience in supply chain management
· Good communication and technical skills in supply chain management or
similar
· Familiar with supply chain system for health sector especially in
immunization program
· Should be able to produce reports in English and Bahasa Indonesia
