Background
The Foreign, Commonwealth and Development Office (FCDO) has appointed
Palladium, in collaboration with Systemiq, to deliver the fourth phase of the
Multistakeholder Forestry Programme in Indonesia (MFP4).
MFP4 will support Indonesia to achieve its ambitions on sustainable timber and
community forestry. The programme will operate for 5 years (2018 - 2023). MFP4
will build on earlier programme phases to deliver an ambitious set of results
on coverage of timber legality licences, export volumes of sustainably sourced
timber, area under community forest management, and number and value of and the
growth of community-based forest enterprises.
To deliver these results, the consortium members have established a joint
technical assistance facility in Jakarta, drawing on their respective
experience in facilitating FLEGT VPAs worldwide, implementing previous MFPs in
Indonesia, collaborating with Indonesian ministries on community forestry
polices and enabling investments in forests and sustainable land use. The MFP4
facility will directly support the Indonesian Ministry of Environment and
Forestry (MOEF) to deliver two core workstreams:
1. Growth in sustainable and legal timber production: Ensuring the
effectiveness and sustainability of the national timber legality assurance
system 'SVLK', which underpins (Forest Law Enforcement, Governance and Trade
(FLEGT) licensing to further strengthen confidence amongst international buyers
and domestic suppliers; and
1. Growth in community-based forest business: Catalyze community forest
business development to foster more sustainable use of forest, reduce forest
degradation and deforestation, and improve prosperity by strengthening forest
governance at the site level.
Purpose of Position
The Associate: Communications, M&E and Knowledge Management will support the
MFP4 Management Team to effectively communicate programme activities on a
day-to-day basis, by working across technical workstream teams, operational
support functions and consortium member organisation.
The role will assist programme communication materials to both FCDO and the
MOEF. Under Workstream A, the Associate will be the main team member
responsible for coordinating an SVLK communication campaigns and will support
collaboration with international and national organisations to pro-actively
promote the achievements of Indonesia's timber legality assurance system and
forest governance reforms. The Associate will also support the Workstream B
works on general communication. The Associate will assist knowledge management
of the programme.
The Associate: Communications, M&E and Knowledge Management will support the
Programme Coordinator and wider team members to plan for and deliver results to
a high standard and on time. Results management is key to driving progress
towards the programme's objectives and a core element of the MFP4 funding model.
Responsibilities
Specifically, the Associate: Communications, M&E and Knowledge Management will:
Coordinate the delivery of communications campaign
* Manage the procurement of communication specialists/ agencies to deliver
the communications campaign;
* Develop content to promote the work of the programme and relevant news to
other stakeholders;
* Draft communications briefs and media reports;
* Assist in the planning and coordination of annual learning events and the
production of programme learning reports. Act as the key point of contact for
Supplier partners on this programme of work;
* Manage, track and evaluate the deliverables and budget for each Supplier.
* Coordinate budgeting and financial planning for all communications
activities under portfolio.
Coordinate national and international communications (under Workstream A)
* Support the establishment of a communications secretariat or a similar
mechanism in supporting SVLK communication campaign, and lead on the day to day
coordination of the secretariat/mechanism;
* Support MFP4 engagement with national and international originations from
government, civil society and the private sector to collect evidence for and
effectively communicate Indonesia's credentials as a supplier of responsible
timber;
* Establish and manage a programme-related website designed to act as a
central repository of information for partners seeking information on the FLEGT
Voluntary Partnership Agreement in Indonesia;
* Manage day to day programme communications work under Workstream A, in
collaboration with the MOEF and wider partners, via social media and other
outlets;
Support results management, monitoring and evaluation
* Coordinate the collection of evidence and data required to report on the
delivery of programme results, from Output through to Impact level;
* Support Programme Coordinator on regular updates of the Results Framework
tool, and assist the team to plan for upcoming milestones;
* Gather inputs and lead on the drafting of regular Results Reports for
FCDO and the MOEF;
* Research and draft high-quality case studies to generate evidence for
programme achievements and communicate the impact of MFP4 to a wider audience.
Support knowledge management of the programme
* Support MFP4 team in managing knowledge at programme level as well as at
the workstreams level.
* Together with MFP4 Management Team, facilitating cycle of programme
knowledge management including knowledge identification, knowledge production,
knowledge institutionalization, knowledge dissemination and knowledge
reflection.
Reporting
The Associate: Communications, M&E and Knowledge Management will report to the
Programme Coordinator
Desired qualifications
* Minimum 3 years' experience working in forestry/environmental sectors or
international development
* Undergraduate degree or equivalent in a relevant field;
* Excellent written and spoken English language skills;
* Experience in campaign related to forestry issues; and
* Experience in M&E, communications, and knowledge management.
Duration
This position will be a full-time role for an initial term of 1 year, starting
in mid-December or beginning of January 2021, with possibility of extension
based on performance and programme priorities.
