Monitoring,Evaluation and Learning (MEL) Coordinator

About the program:
ASEAN–Australia Counter Trafficking (ASEAN-ACT)continues Australia’s long
running collaboration with ASEAN and its memberstates to end human trafficking
in our region. The program principally works onstrengthening the justice sector
response to human trafficking, while openingnew partnerships with allied
government agencies, civil society, and business.The program engages with all10
ASEAN Member States in some capacity and willcontinue national-level
programming in Cambodia, Indonesia, Lao PDR, Myanmar,the Philippines, Thailand,
and Vietnam.
ProgramOutcomes
The overarching goal of ASEAN-ACTis that ASEAN member states have effective
justice systemsthat provide just punishment of traffickers and protect the
rights of victims. Three end-of-programoutcomes (EOPOs) together contribute to
the achievement of this goal by 2028:
EOPO1: ASEAN’splanning, monitoring and reporting of ACTIP implementation
is increasinglyeffective and advances the protection of victim rights.
EOPO2: ASEANmember state justice and related state agencies are
increasingly capable ofimplementing their ACTIP obligations, in particular
those that uphold victim rights.
EOPO3:ASEAN member state justice and related state agencies’ policies
and practicesare influenced by relevant stakeholders and better aligned with
ACTIP,especially in connection to victim rights obligations.
Datacollection and analysis
Coordinate the monthlyproject or activity data collection, compilation
and analysis.
Coordinate other monitoringactivities as required.
Support the developmentof data collection tools and methodology.
Support qualityassurance of data and information collected by the program.
Conduct interviews orresearch, including setting up operational
arrangements as required.
Support the managementof the program’s information system, in particular
data or information relatedto program/project performance results.
Liaise with CountryManagers, other program staff and key partners to
gather information related toprogram activities, for example program stories,
counter trafficking / justicesector data.
Collate and analyseinformation to support effective program performance
monitoring and reporting.
Manage and implementagreed activities as scheduled.
Reportingand learning
Coordinate internalreporting activities (e.g. monthly, quarterly) and
support quality assurance ofreports.
Support the program’sreview and reflection activities, including
operational arrangements asrequired.
Assist program team tounderstand the value of evidence-based reporting,
the links between DFATreporting requirements and quality of progress reporting.
Develop and deliverinternal reports (monitoring, small research, program
stories) as required.
Support development andreview of MEL Plan.
Promote and supportASEAN-ACT in building MEL capacity of program staff
and key partners.
Tertiaryqualifications in a field relevant to monitoring and evaluation,
e.g. socialdevelopment, information management, research, international
studies. Postgraduate qualification is an advantage.
Demonstratedunderstanding and experience in conducting research, ability
to collectqualitative and quantitative data and to analyse that data.
Demonstratedunderstanding and experience of the performance management
cycle of planning,implementation, monitoring and reporting.
Demonstratedability to manage activities and coordinate diverse group of
professionals.
Goodinterpersonal skills, demonstrated analytical skills. Excellent
command ofEnglish, written and spoken is mandatory. Fluency in Indonesia
Bahasa anddemonstrated competency in another ASEAN language is highly
desirable.
Demonstratedability to work effectively with others, including experience
in cross-culturalenvironments and international settings.
Demonstratedplanning and coordination skills including the ability to
effectively managedeadlines and timing. Ability to develop and maintain
results-focusedstakeholder relationships.
Competentinformation technology skills.
Minimum fiveyears’ experience in developing or implementing M&E systems
Experience with the justice sector orcounter-trafficking programs in the
ASEAN region
