Regional Advisory Committees 12/31/04
  Dear Colleague,

U.S. Education Secretary Rod Paige has appointed ten Regional Advisory
Committees (RACs) to advise the U.S. Department of Education on the
technical
assistance needs of the States and school districts in their region as they
implement the No Child Left Behind Act (NCLB). The ten RACs, which are
made up of parents, local education agency representatives, educators,
business executives, and researchers, are charged with conducting an
educational needs assessment and recommending technical
assistance priorities in their region.

Each RAC will submit a report to the Secretary of Education in March that
will help the U.S. Department of Education establish funding priorities for
the 20 new technical assistance centers that will replace the 15 existing
Comprehensive Centers, the 10 existing Regional Technology in Education
Consortia, and the 10 existing Eisenhower Regional Math/Science Consortia
(the amount of funds appropriated for technical assistance will remain at
roughly $57 million). The competition for the new centers will be held in
2005.

The Department requests your help in identifying the type of technical
assistance that would be the most helpful to your region in implementing
the goals of the No Child Left Behind Act (NCLB). You and your colleagues
can help ensure that your needs are considered by registering on the RAC Web
site at http://www.rac-ed.org/ and posting your comments in the public
discussion area. In particular, you may wish to comment on your technical
assistance needs with regard to implementing and administering the Title II,
Part D State Ed Tech Program. You can view the site without registering,
but by registering, view and listen to online public regional meetings,
receive e-bulletins with updates on regional information and events,
and you can provide comments that will be considered by the RAC
in your region when it produces its report. The dates of the three
online public regional meetings that each RAC will conduct are
provided on the web site in the "Activities and Events" link.

If you do not wish to register on the website, you may also provide comments
by email to rac@xxxxxxx, or by U.S. mail to:

[Note: If you provide comments by email, please identify your region in the
subject header, as in "Appalachian Comments" to ensure that they are
considered by the appropriate RAC. If you don't know which region you are
in, please see the attached brochure or go to
  http://www.rac-ed.org/Default.aspx?tabid=)7.

We hope that you take the time to help shape the technical assistance
provided to your region by helping to identify your region's technical
assistance needs, particularly as it relates the use of educational
technology. Please visit the Web site at <http://www.rac-ed.org/ to stay
up-to-date on the status of the needs assessment project in your region. If
you have any questions regarding the RAC project, please contact the
RAC Support Office at The CNA Corporation: [Note: Please identify
your region in the subject header, as in "Southwest Questions"
to ensure that they are routed to the appropriate RAC].

Please share this information with other colleagues.
