The PATRIOT USA Act has given rise to much legal and constitutional
discussion in areas of individual rights and in particular in the area of
the privacy rights of individuals in library circles and beyond as
evidenced by the resource links below, many with very recent content.

>From Seattle to New Haven, residents, librarians and municipalities are
taking a stand. They're passing resolutions that reaffirm constitutional
rights and take issue with some federal anti-terrorism laws enacted after
the Sept. 11 attacks that they fear infringe on civil liberties.

New Haven and Mansfield in Connecticut have passed such resolutions.
According to a running count maintained by the American Civil Liberties
Union, they are among more than 60 municipalities nationally that have
articulated opposition to several new laws designed to bolster the power
of federal authorities to ferret out terrorists, including the USA
Patriot Act.

Many of the resolutions are being passed in places that are considered
more progressive because they are home to universities and colleges,
including New Haven, where Yale is located, and Mansfield, which is home
to the University of Connecticut.

Just to show how pervasive the anti-PATRIOT Act fervor has gotten, ALAOIF

Activists rise against Patriot Act

Patriot fears

Concerns about the Patriot Act are wide-ranging, probably because the act
restricts citizen rights in 350 subject areas involving 40 federal
agencies, an analysis by the Associated Press found.

U.S. Attorney General John Ashcroft also has extended federal powers in a
number of ways, including the ability to conduct surveillance on domestic
religious and political groups.

Under the Patriot Act, police can arrest and hold indefinitely American
citizens suspected of terrorism, which critics say violates their
constitutionally guaranteed right to a speedy and public trial.

Immigrants have been arrested and held without disclosing their
identities, said David Fidanque, executive director of the Oregon chapter
of the American Civil Liberties Union.

The detainees aren't allowed to call their families, their attorneys or
their embassies, Fidanque said. That's in violation of the Vienna
Convention, he said, "not to mention the Freedom of Information Act and
the First Amendment."
