U.S. Transportation Secretary Ray LaHood scrawled his signature across the bottom of a $63 million federal stimulus check Thursday, bringing the crowd gathered at downtown's Historic Train Depot to its feet.

The money will go to build four miles of track for Tucson's modern-streetcar project, from the University Medical Center area through the University of Arizona and downtown to a site west of Interstate 10.

Tucson competed for the TIGER grant (for Transportation Investment Generating Economic Recovery) in a field of 1,400 projects totaling $60 billion for a slice of a $1.5 billion pot. Grant recipients were announced Wednesday.

"The American Recovery and Revitalization Act is alive and well in the city of Tucson," Mayor Bob Walkup said as he introduced LaHood. Feb. 17 marked the one-year anniversary of the act, of which TIGER grants are a part.

Fifty-one projects nationwide received funding through the TIGER grants. LaHood called the streetcar project "one of the best" and said it would be a boon to the community.

"The streetcar is a great way for Tucson to attract business," he said. "If you build it, they will come."

Project construction is expected to create 1,600 jobs, starting late this year.

The planned $150 million, four-mile modern streetcar route connecting downtown Tucson with the University of Arizona and University Medical Center is all but a reality after U.S. Transportation Secretary Ray LaHood visited Feb. 18 to announce the project would receive $63 million in federal stimulus from his department.

That, combined with $87.7 million already committed from the Regional Transportation Authoritys (RTA) half-cent sales tax, assures the project can go forward.

Actually, the announcement had come a day earlier from U.S. Rep. Raul Grijalva, D-Ariz., who said, There are few systems like this in the country, and Tucsonans are once again proud to be ahead of the curve.

A $63 million check from Uncle Sam to Tucson could dramatically change the face of downtown. The revitalization city leaders have dreamed of since 1974 may have finally arrived.

"This is fabulous," says downtown businessman and owner of Hotel Congress Richard Oseran. "Maybe we can have the downtown core we've hoped for."

US Transportation Secretary Ray LaHood came to town to sign the check and applaud Tucson for its efforts.

"This is a game changer, this is a game changer for Tucson," he said to a resounding applause.

He says the stimulus program has created 2.4 million jobs and helped the economy grow 5.7% in the last quarter,

He says that magic can be worked in Tucson.

City officials believe the modern streetcar will be worth more than a billion dollars in private investment,

The university has climbed on board too.

Construction is set to begin this summer and is expected to be complete by summer 2012. When completed, the streetcar will run from downtown to University Medical Center, cutting though campus on University Boulevard and Second Street.

The rail is key to (the universitys) strategic growth strategy, Tucson Mayor Bob Walkup said. The board of regents wants all universities to put together a growth strategy of the future. But the problem with the UA is its bumping in into very old neighborhoods that are surrounding it.

Because the campus growth is restricted, UA President Robert Shelton is excited about the streetcars potential.

The possibilities are almost unlimited and what we need to do is proceed systematically and see what makes sense for the city and what makes sense for the university, Shelton said.

This may include moving classes and student housing to the downtown area.

It allows us to relieve some of the pressure in the local neighborhoods for housing, Shelton said. You would have housing that is in the middle of a vibrant arts scene, a vibrant entertainment scene, a vibrant restaurant scene. That will be attractive not only to undergrad students but to graduate students and young professionals that are coming to the University of Arizona and launching their careers.
