WASHINGTON The question on congressional culpability for the deadly train derailment in Philadelphia was not even finished when House Speaker John A. Boehner of Ohio gruffly declared it stupid.

.

Its all about funding. Its all about funding, he said, as he turned from the podium Thursday to abruptly close his weekly news conference. Well, obviously, its not about funding. The train was going twice the speed limit. Adequate funds were there, no moneys been cut from rail safety. And its hard for me to imagine that people take the bait on some of the nonsense that gets spewed around here.

But the debate over Amtrak funding after the derailment of Northeast Regional Train No. 188 will not be so easily dismissed. House Republicans cut more than $1 billion from President Obamas $2.45 billion Amtrak funding request the day after the derailment, and Democrats may be asked to explain why hundreds of millions of dollars from the 2009 stimulus law was earmarked for Amtraks Northeast corridor to little obvious effect.

A committee led by House Republicans voted to cut appropriations for Amtrak by $251 million in 2016, while the presidents budget proposes increasing financing by $1 billion.

Speaker Boehner speaks with massive ignorance, Senator Charles E. Schumer, Democrat of New York, said Friday outside Pennsylvania Station in New York, lamenting the nonfunctioning positive train control safety system aboard the derailed train.

More to the point, Train 188 was equipped with the safety feature Democrats are lamenting, which should have automatically slowed the train as it approached the curve. It just wasnt operational.

But all of this is at the margins for a Northeast rail system whose backlog of infrastructure needs totals $21 billion, according to an advisory commission for the Northeast Corridor.

But Democrats say in the end, more money and less congressional meddling will be needed.

.

The backlog of repairs just to replace infrastructure on the main Northeast Corridor track deemed beyond useful life has reached $15.9 billion between Washington and Boston, according to a report in September by Amtraks Northeast Corridor Infrastructure and Operations Advisory Commission.
