Corporations and the speculators who back them have used the economic downturn as an opportunity to convince penny-pinching city governments that they can save money by privatizing core public services like their libraries.

.

What these for-profit companies fail to disclose in the bill of goods they sell local governments is that the so-called "savings" represent taxpayer dollars siphoned out of the community and delivered instead to a far-away corporate headquarters. With so many families struggling here in California, what are we saving by taking dollars out of our economy and sending them out of state?

.

That's assuming the savings materialize at all. Here in Los Angeles County, Santa Clarita council members made the decision to privatize the city's libraries despite fierce opposition from community members concerned over accountability for their public dollars. They were right to be concerned. So far, that city's taxpayers have had to fork over $12 million in extra expenses for a privatization scheme they were told would save them money. A New Jersey town found privatizing its libraries was too costly and saved $300,000 by firing its contractor.

.

Assembly Bill 438, a bill now being considered by the state Legislature, would give our community peace of mind when libraries are privatized. Among other protections, the legislation requires that a fair cost analysis be performed so taxpayers can be assured the move would provide real savings.

.

When mega-bookstores wiped out so many mom-and-pop booksellers, consumers were left with fewer choices when it came to finding specialty books or receiving quality customer service. I worry that libraries under private control will cater solely to popular demand rather than manage resources well so everyone in our community has access to quality informational material.
