A meeting between EU foreign ministers and President Viktor Yanukovych is now under way, officials say, contradicting earlier reports that the ministers had flown out without seeing him.

.

The EU will discuss sanctions later.

.

Eyewitnesses quoted by international news agencies say they have counted at least 17, and as many as 21 bodies.

.

The BBC's Kevin Bishop, in Kiev, saw five dead bodies in the reception area of the Hotel Ukraine, which all foreign media in the city are using as a base.

Widening rifts over Ukraine

By Bridget Kendall

Diplomatic correspondent

BBC News

http://www.bbc.co.uk/news/world-europe-26262219

.

.

The bloodshed in Ukraine carries the risk of intensifying rifts, both internally and internationally.

.

Inside Ukraine, even if the protests are more complex and interwoven than a neat divide between East and West, the violence could easily radicalise people, pulling them in different directions.

.

Internationally, too, a chasm is opening between Russia and Western powers, with potentially broad repercussions. It may not be entirely clear who is to blame for inflaming the situation this time, but the responses from major powers, East and West, represent a stark divergence.

.

The Kremlin has allied itself unequivocally with President Viktor Yanukovych. The Russian foreign ministry described the violence as an "attempted coup d'etat" and demanded that opposition leaders in Ukraine "stop the bloodshed".

.

President Vladimir Putin has been in touch with Mr Yanukovych by phone. Kremlin spokesman Dmitry Peskov was careful to insist that the Russian president did not offer advice, but added that Ukraine was a "friendly brotherly state and a strategic partner" and Russia would use all of its influence to restore peace and order.

.

By contrast, Western leaders have sided with the opposition.

Why is Ukraine in turmoil?

BBC News

http://www.bbc.co.uk/news/world-europe-25182823

.

.

The protests broke out after President Viktor Yanukovych's government rejected a far-reaching accord with the European Union in November 2013 in favour of stronger ties with Russia. Thousands of people, outraged that a long-standing aspiration for integration with Europe had been ditched overnight, poured into central Kiev for peaceful protests. They have occupied Independence Square, known as Maidan, ever since.

.

Several developments - including violent police attacks on student protesters, severe new anti-protests laws, and the abduction and beating of opposition activists - have caused the demonstrations to spread and intensify. For many people, they are now less about Europe than about getting rid of a president they believe is clinging to power and serving the interests of his own close circle and Moscow.

Ukraine: A violent power struggle

Daniel Sandford By Daniel Sandford BBC News, Kiev

http://www.bbc.co.uk/news/world-europe-26254983

.

.

The trigger for the fresh violence in Kiev appears to have been Tuesday's parliamentary session.

.

The speaker of the Rada (parliament) Volodymyr Rybak refused to allow a debate on the opposition's move to amend the constitution. Thousands of protesters had descended on the Rada for the session and, as they pressed in on the riot police protecting the parliament, fighting broke out.

.

What happened next was merciless on both sides. At least 25 people died, more than 200 ended up in hospital.

.

This no longer seems to be a democratic argument over Ukraine's relationship with Russia. It is a violent power struggle. The violence is contained - and mostly takes place in 4sq km in central Kiev - but the determination of the most active protesters should not be underestimated, nor should President Viktor Yanukovych's determination to survive.

.

It's unlikely that any leader of a Western European democracy would still be in their post if similar events had happened in their country.

.

But although the violent protesters, many inspired by far-right politics, are now focused on revolution, their numbers are small. They alone could not overthrow the government. But what makes this crisis so serious is the quiet support that many in western Ukraine, particularly in Lviv, are giving to the violence.

Explainer: What and who are behind Ukraine's political crisis?

By Greg Botelho and Marie-Louise Gumuchian, CNN

(CNN) -- For three months, they've staked their claim to Kiev's Maidan, or Independence Square, and to Ukraine itself. We will leave only when you pull closer to the European Union, when you change the constitution, when you alter the government's power structure, they have loudly insisted.

.

But why?

.

Why have thousands of protesters staked their lives, seemingly, on their desire for political change? And why has the government resisted their calls so vehemently?

.

A look at Ukraine's distant and more recent history, as well as the players involved, can shed light on what's going on and what might happen next:

.

What makes Ukraine unique, important?

.

A nation of 45 million people, Ukraine is the biggest frontier nation separating Russia and the European Union.

.

Until 1991, it was part of the Soviet Union. But when that communist nation collapsed following the fall of the Berlin Wall, Ukraine -- like several other Soviet states -- was forced to reinvent itself.

.

But it didn't do so alone.

.

Players outside took an interest and took action. Ukraine is something of a pawn between Russia and the West.

.

The European Union, with backing of the United States, has been working on its relations with former Soviet bloc countries for more than two decades, with the aim of restoring democratic rule and improving quality of life for Ukrainians.

.

It views the decision by Ukraine, the largest of the former republics, not to partner more with the EU as bowing to Russian pressure.

.

Russian President Vladimir Putin has denied that Moscow is exerting undue influence in Ukraine.

.

Last month, he insisted, "Russia has always respected, is respecting and will respect the sovereign rights of all the international entities including new states that emerged after breakdown of the Soviet Union."

.

But many don't believe him, claiming that his government's offers of aid to Ukraine constitute meddling in an attempt to tighten ties between the former Soviet states.

Thugs roaming Ukraine hired by government, some claim

KIEV, Ukraine Vyacheslav Veremiy was on his way home from a shift at the Ukrainian daily newspaper Vesti in the early hours Wednesday when he was dragged from his taxi by a group of armed men and shot in the chest.

.

The taxi driver and another passenger were severely beaten in the attack, which took place in one of Kiev's central streets next to the city's main police station. Veremiy died a few hours later.

.

Friends and colleagues of Veremiy say they believe that the killers are among the hundreds of government-hired thugs paid to crack down on anti-government protesters. On Wednesday, the government and protesters called a truce to try and work out their differences in talks.

.

Amnesty International and other human rights groups as well as opposition leaders say these armed men have been roaming Kiev in organized groups equipped with bats and other makeshift weapons. And this week, they are using guns, they say.

.

"We are seeing them everywhere at the moment in parts of Kiev and in different Ukrainian cities there are large numbers of them," says Heather McGill, a researcher for the Europe and Central Asia Regional Program at Amnesty International.

.

McGill says it is hard to know the exact number of hired thugs or "titushki" as they are known in the Ukraine and the nature of their ties to government and law enforcement.

TOLUCA, Mexico President Barack Obama on Wednesday urged Ukraine to avoid violence against peaceful protesters or face consequences, as the United States considered joining European partners to impose sanctions aimed at ending deadly street clashes that are sparking fears of civil war.

.

There will be consequences if people step over the line, Obama said shortly after landing in Mexico for a summit with the leaders of Mexico and Canada, as fires burned in central Kiev. And that includes making sure that the Ukrainian military does not step in to what should be a set of issues that can be resolved by civilians.

.

Shortly after Obamas remarks, Ukrainian President Viktor Yanukovychs office said he and opposition leaders had agreed on a truce, although the brief statement offered no details about what it would entail or how it would be implemented. Obama later responded that he hoped a truce would provide space for the sides to resolve their disagreements peacefully.

.

Ultimately the governments responsible for making sure that we shift toward some sort of unity government, even if its temporary, that allows us to move to fair and free elections so that the will of the Ukrainian people can be rightly expressed without the kinds of chaos weve seen on the streets, without the bloodshed that all of us, I think, strongly condemn, Obama said at an evening news conference with his fellow North American leaders.

.

Meanwhile, the European Union called an extraordinary meeting of its 28 member countries on Thursday to address the situation.

SOCHI, RussiaSome Ukrainian athletes are leaving the Olympics, an International Olympic Committee official said Thursday, as violent clashes continued in their home country.

.

The athletes are returning to Ukraine despite the country's Olympic team officials saying it is best for them to stay and compete, IOC spokesman Mark Adams said.

.

He said the IOC respects every athlete's decision to do what is best for them. He didn't say which athletes were leaving.

.

Two Ukrainian cross-country skiers, Kateryna Serdyuk and Marina Lisogor, didn't compete in Wednesday's team sprint classic. An IOC statement said Serdyuk pulled out with a back injury sustained during training, but there were no details on why Lisogor withdrew.

Violence in Ukraine Creates Deepening Clash Between East and West

MOSCOW The two sides in what is developing into an East-West clash over Ukraine hardened their positions on Wednesday, with Russian officials denouncing what they called a coup by right-wing extremists, even as the United States and Europe threatened to impose sanctions on those responsible for the violence that has erupted in the capital, Kiev, and spread to other cities.

.

The starkly divergent reactions underscored the deepening confrontation between Russia and the West over Ukraines fate, with each side accusing the other of interference and disputing even the facts of what was happening.

.

Expressing alarm at the escalating death toll, Chancellor Angela Merkel of Germany and President Franis Hollande of France blamed the security forces of President Viktor F. Yanukovych and made it clear that they supported a political transition that would allow Ukrainians to elect a new government. After meeting with Mr. Hollande in Paris, Ms. Merkel said the convulsion of violence resulted from a deliberate delaying tactic by Mr. Yanukovych to avoid a compromise and preserve his place in power.

.

Russia, by contrast, vowed to use all its influence to support Ukraines government and joined Mr. Yanukovych in accusing his opponents of trying to seize power in what amounted to a coup. In one of its most pointed statements since the political crisis in Ukraine began, the Russian Foreign Affairs Ministry even evoked the Brown Revolution that brought the Nazis to power in Germany in 1933, blaming criminal activities of radical opposition forces for causing the bloodshed and denouncing European countries for failing to acknowledge that.

.

Russias foreign minister, Sergey V. Lavrov, accused the West of encouraging the opposition to act outside of the law.

.

We dont want to impose ourselves, as some of our overly zealous Western partners are trying to do, he said in televised remarks from Kuwait.

.

A senior State Department official dismissed the charge that the United States was meddling in Ukraines affairs, saying that Washington had been open about its efforts to encourage a power-sharing government.

.

The official threw the meddling charge back at Moscow. They have not been transparent about what theyve been doing in Ukraine, the official said. I would put the question back to the Kremlin, What would they
