Troops Land With Aid at Presidential Site

PORT-AU-PRINCE, Haiti American helicopters landed Tuesday at the wrecked
National Palace, signs not only of the growing international relief
operation but of a government that many Haitians complain has done little
to help after huge earthquake that struck a week ago.
Haitis long history of foreign invasion makes the influx of foreigners a
delicate issue: With the government of President RenPral largely out of
public view, many Haitians are grateful that Americans and others have
stepped forward. Still, with a long history of invasion and occupation,
including by the United States, there is no small worry about the nations
sovereignty.
Haitian officials and American military commanders declared that the Pral
government was still in control, even if there was widespread concern
about whether it was still functioning.
Visually, people cant see what they used to recognize as the symbols of
the state, acknowledged the first lady, Elisabeth Delatour Pral, referring
to the many governmental buildings that collapsed, including the
presidential palace. That has generated some kind of panic. Are they there
or arent they there?
Speaking from a police station near the capitals airport that has become
Mr. Prals post-quake command center, Mrs. Pral and others insisted that
Haitis sovereignty remained intact and Mr. Pral very much in control.
We are like a country whose capital has been hit by two atomic bombs, said
Patrick Elie, a presidential adviser. We are obviously in a moment of
disarray, if not pain, and we have to regroup. But let no one point a
finger and say, `Where is the state? People who say that dont understand
the extent of the damage.
Col. Gregory Kane of the United States Army told reporters at the airport
which has come to resemble an American military base, with helicopters
coming and going continually that the Haitian government remained in
charge. He said that United States forces were only on the ground to
assist in the relief efforts.
