[ned] Off line installation

Hi,
Recently I have met a situation where on-line NED installation is
unsuccessful. Because of that I decided to prepare an instruction of how to
proceed in such a situation.
In project github you can find a binaries and text file with instruction how
to install NED without network connection. You can choose method you like,
as there are at least two possible ways of doing it. One with Nokia OVI
Suite anther one with MMC card.
