The nomination of President Yudhoyono for the 2006 Nobel Peace Prize is a
travesty of the aspirations that the Nobel Peace Prize represents to the world
and I ask the Nobel Committee to decline the nomination.
The extrajudicial killings of these innocent Achehnese civilians during the
Helsinki 'peace process' - Hamdani Hasyem, 22; Ekawati Abbas, 21, Mustafa
Ahmad, 38, Rasyidin Abdulllah, 27, M. Yusuf, 25, Muslim, 31, Sulaiman Tgk Oh,
48, Abdurrahman Su'ud, 50, Asiah Hanafiah, 22, Ziadi Syamaun, 32, Samdika
Alimuddin; Ibnu Hajar 48, Tarmizi Zakaria 22, Ishak Hasan, 32. Aminah Usman,
40, Muslem A. Latif, 25, Aminah Dawod, 60, , Muzakkir, 24; Ridwan Abdurrahman,
28, Nazly Usman, 40, Asiah Ali, 45 (f), Jamaluddin Jalil, 30, Mahyuddin, 18,
Anwar Sadat, 28, Mukmin, 35, Jamal, 21, Mohd Hasan Safari, 42; Sharifuddin
Sarong, 51, Sulaiman A. Samad, 22, Jacob, 25, Zulkifli Hanafiah, 23 - testify
that President Yudhoyono , who had the authority to prevent these extrajudicial
killings, is not a man of peace.
Amnesty International, Human Rights Watch, Tapol, The US State Department have
well documented reports of the Indonesian government's systematic repression
which is exercised not only in Acheh, but also in West Papua and Maluku
refuting the Indonesian government's usual apportioning of blame to 'rogue
elements' in its security forces.
East Timor
Let me assure the Committee, that in Indonesia, once a general, always a
general. President Yudhoyono's military career is further testimony that he
does not meet the Nobel Peace Prize criteria. General Yudhoyono is a graduate
of US military training programmes at Fort Benning, notoriously known as The
School of Assassins. Of great concern is his tours of duty as a battalion
commander in East Timor in the mid-70s and early 80s; may I remind you that
from the 1976 invasion, East Timor remained closed to the outside world and by
1988, Asia Watch and Amnesty International reported the genocide of over
200,000 Timorese.
In 1999, General Yudhoyono was the TNI's chief-of-staff of territorial affairs
(with direct responsibility for East Timor) during the coordinated destruction
of East Timor immediately after the United Nations-sponsored referendum.
Maluku
Yudhoyono, as the influential coordinating minister for politics and security,
chose not to stop the militant Indonesian Muslim group, Laskar Jihad, composed
of thousands of young Javanese Islamist militants and foreign fighters, when it
entered a religious war between Christians and Muslims in Maluku province.
Laskar Jihad was responsible for large scale killings in Maluku and elsewhere,
and set up in the predominantly Christian province of Papua. According to the
Papua Presidium the Indonesian government and military are behind Laskar
Jihad's presence in Papua: "They are set up as militias to fight the
independence movement."
Yudhoyono himself was seen as supporting Laskar Jihad by his words- " They also
play a role in defending truth and justice that is expected by Muslims in
Indonesia. For me, as far as what they are doing is legal and not violating
law, then this is OK.
West Papua
When Minister for Politics and Security Affairs, Yudhoyono advanced repressive
policies in West Papua, which, since 2003, still maintains a ban on foreign
media reporting. As president, while professing a commitment to resolving the
problems within West Papua, Yudhoyono's appointments indicate it is brutal
business as usual. On 21 June 2005, Maj. Gen. George Toisutta, who is close to
the President, was appointed Military Commander of West Papua. In 1995-96,
Toisutta was Deputy commander of Korem Wiradharma, in East Timor responsible
for intelligence and mobilising the militia. In November 2003 he was Commander
for military operations in Acheh during the second phase of martial law when
he, intensified intelligence, increased the number of military posts in Acheh
and gave military personnel civilian functions such as appointments as
sub-district chiefs and equipping them with weapons. As recently as January 20,
2006, a 14 year old high school student, Mozes Douw, was killed by Indonesian
troops in Paniai region, Papua.
For all of us, the Nobel Peace Prize not only is the sublime award of honour
for the long and enduring commitment to peace, it is also an inspiration for
everyone to serve peace likewise; Ïn 1991 Francis Sejersted said of Aung San
Sui Kyi - In the good fight for peace and reconciliation, we are dependent on
persons who set examples, persons who can symbolise what we are seeking and
mobilise the best in us." - President Yudhoyono who is responsible for crimes
against humanity is no such model.
