Hamas sets terms for recognition of Israel

THE Palestinian prime minister-designate says Hamas is "ready to recognise" 
Israel if it allows the Palestinian people their full rights and a state 
including the West Bank and East Jerusalem.

Hamas chose Ismail Haniyeh, a 43-year-old Gazan viewed by many Palestinians as 
a pragmatist, as the new prime minister after sweeping wins in elections on 
January 25. Hamas hopes to complete forming a government within two weeks.

"If Israel declares that it will give the Palestinian people a state and give 
them back all their rights, then we are ready to recognise them," Mr Haniyeh 
told The Washington Post. He did not say what form the recognition would take.

Mr Haniyeh also said Hamas, whose charter calls for Israel's destruction, was 
ready to consider talks with Israel if it withdrew from the West Bank and East 
Jerusalem and recognised the "right of return" for Palestinian refugees and 
their descendants who fled in the 1948 war.

But David Makovsky, director of the project on the Middle East peace process at 
the Washington Institute for Near-East Policy, said: "This interview is filled 
with contradictions, including putting old wine in new bottles.

"He is hinting that they might be reasonable if Israel does everything and they 
do nothing, while in Arabic they say they will not recognise even an inch of 
Tel Aviv."

Hamas has rejected talks with Israel as a waste of time, but lately has said it 
could respect some aspects of peace deals from the 1990s that it had previously 
rejected outright.

"Let Israel say it will recognise a Palestinian state along the 1967 borders, 
release the prisoners and recognise the rights of the refugees to return to 
Israel," Mr Haniyeh said. "Hamas will have a position if this occurs."

Israel withdrew from the Gaza Strip in September after a 38-year occupation, 
but has vowed to hold on to East Jerusalem and key West Bank settlements and 
never allow millions of Palestinians abroad to flood into Israel.

Israel captured the West Bank and East Jerusalem in the 1967 war.

A Palestinian uprising began in 2000 after talks between Palestinians and 
Israelis collapsed. Among the issues on which the talks foundered was 
Palestinian refugees.

"If Israel withdraws to the 1967 borders, then we will establish a peace in 
stages," Mr Haniyeh said. "We will establish a situation of stability and calm, 
which will bring safety for our people."

The Hamas election win over Palestinian President Mahmoud Abbas' Fatah faction 
paved the way for the group to form a new cabinet and knocked down hopes that 
Middle East peacemaking might be revived.

Mr Abbas said in an interview to be broadcast overnight in Britain that he 
would resign if he was no longer in a position to pursue his peacemaking agenda 
when the new Hamas government took over.

Mr Haniyeh, asked whether Hamas would abide by interim peace agreements, said: 
"We will review all agreements and abide by those that are in the interest of 
the Palestinian people - the ones that will guarantee the establishment of a 
Palestinian state with Jerusalem as its capital with 1967 borders."
