Check out Tools > Options > Security > Change Automatic Download Settings.

I just discovered that Outlook 2003 doesn't automatically show pictures in
emails - you have to right-click them if you want to see them because
they're worried about security.  I totally understand why this is a tighter
security measure and I appreciate it, but just on the off chance that we
wanted to turn off that feature, does anyone know how?
