TJ,

I have struggled with this same problem before.  I'm not sure what
version of Office you are using, but here's what I know!  

If you have your sections set up, and you've applied the footer using
FROM THIS POINT FORWARD, you must then break the connection between the
sections (by clicking on the same as previous icon . . . looks like two
pages connected with dots).  This should allow you to then set up
separate headers and/or footers for as many sections as you wish.

Alternatively, if you have just one page in your TOC, you could go into
page setup, and set the option Different First Page.  This would set
that page completely separate.
