Accounts! AHhhhhhhh.. this has shed some light on the issue. You're
running Outlook for Internet mail. I'm running it as an Exchange
client.
I've been kidded by my wife because I can't find things that are right
in front of my face (Honey? Where's my socks?), but there is no
Import.. Item.. on this menu list.

Many users here use this feature to forward distribution lists (as well
as documents, emails, etc). If it's been replaced by something else,
then we simply have a training issue. If we can no longer forward
distribution lists, this will be a problem.

Not sure what you're talking about, but I use Word as editor. If you see
the paperclip on the toolbar above the To..., next to Accounts, there's
a drop-down arrow. Click on the arrow. You'll see the options File...
Item...

Yes, I'm talking Outlook (with Word as editor). As I'm typing this, I
expanded the Insert menu. No ITEM option; and yes, the entire menu is
expanded.
Did you upgrade from 2k to XP? I'm looking at a clean install.
