You don't say what version you're using.  This reply relates to Word 2003.

How are you creating your outline numbers?  Can I assume that you've 
associated an outline numbering scheme with Heading 1, Heading 2, etc, 
styles?

If so, then go into the Outline Numbered tab of the Bullets and Numbering 
pop-up for Heading 1.  Then click Customize.

If the button under Cancel is showing "More", then click it.

Now select 2 in the Level dropdown.  Check to make sure that "Restart 
numbering after" is ticked, and that Level 1 is in its dropdown.  Similarly, 
select 2 in the Level dropdown and make sure that it is restarting the 
number after Level 2.
