What she has is Outlook 2000's Corporate Workgroup setup....to change it to
the Internet Only mail setup, go into Tools>Options and click on the Mail
Services tab...in there there's a button that says Reconfigure Mail
Support...click on that and you will see the choice for Internet Email
Only...choose that

Writing for a colleague.

She has Outlook 2000

It does NOT have "accounts"; it has "services".

And, there does not appear to be a way to specify, on an email by email
basis, which account to use.

I'm suspecting that her Outlook was configured other than as a pure pop3
installation.

1) Is it likely I'm right?
2) How to fix it?
