I'm assuming you are NOT using Word as your email editor. If you are, I
don't know if this will work.
I'm also not great with keyboard shortcuts, but here goes:
Inside an email you are reading,
Alt E to open the Edit menu
E to edit the message
Alt O to open the Format menu
Once the Format menu is open, H changes it to html or T changes it to Plain
Text
If you convert it to plain text, you get a warning box and have to press Tab
and then Enter to select Yes.

Hi,
I would like to ask do anyone knows of any VBA code or something similar
which I can click to toggle the reading of my messages in html or plain
text.
I know there's a shortcut key ctrl - shift - o which will convert or strip
the html stuff to just plain text in MS Outlook but it seem that I can't
find any other shortcut to convert it back or make those plain text messages
to read in html.
It might seem to be a bizarre or unusual request but its something to do
with my screen reader, things I want to do with it but it don't see it the
way I wanted to it. So I am just turning into other alternative of making
both ends meet.
It does not have to be any fancy code behind it, just ask Outlook to make it
into html or richtext format from plain text.
