In Office2000 it's in "Tools"->"Save".
But Office passwords are very easy to crack (there is a lot of Office password 
crackers available in the Web), so if you want to distribute a file that the 
user will not be allowed to modify I would definitely suggest that you use 
Adobe Acrobat to convert it to .pdf and use its protection capabilities, which 
are much stronger.
